Description | For Biosolids Digester Facilities - T-03.06: Structural Concrete Package 4 - B604, B605 The scope of work (SOW) for this package is to furnish and install Facility 604 and 605 structural concrete. This scope of work includes (but not limited to) all formwork, rebar and concrete placement, pre-cast concrete hatches, grouting, excavation and subgrade preparation, shoring, shoring wall demolition, dewatering, pile preparation, spoils handling, off-hauling hazardous soil materials, and hoisting. Applicants who pre-qualify as Bidders are hereby notified that work to be performed under this contract will be in full or in part financed by the Clean Water State Revolving Fund (SRF), administered by the United States Environmental Protection Agency (US EPA) and the State Water Resources Control Board (SWRCB), and the Water Infrastructure Finance and Innovation Act (WIFIA), also administered by the US EPA. Applicants who pre-qualify as Bidders are required to seek, and are encouraged to use, Disadvantaged Business Enterprises (DBEs) for their subcontracting and procurement needs. These requirements apply to all subcontracts for equipment, supplies, construction, and services. The SFPUC has adopted the following Fair Share Objectives for participation of DBEs in this SRF funded project. These are projectwide participation goals that the Contractor may seek to meet: 1. 5.6% MBE 2. 1.2% WBE The project wide requirement for Local Business Enterprise participation is 12% of the Contract Sum. The Local Hiring requirement for the Construction Phase of the Project is 30% laborers and 50% for apprentices for each trade. In accordance with California Labor Code Sections 1771.1 and 1725.5, no contract can be awarded to a Bidder without proof that the Bidder and all identified subcontractors are currently registered with the California Department of Industrial Relations. The BDFP Project team, in partnership with the City of San Francisco Contract Monitoring Division ("CMD"),Office of Economic and Workforce Development (OEWD), and the San Francisco Public Utilities Commission ("SFPUC") is committed to fostering strong, sustainable, and vibrant communities in the neighborhoods that we serve. The BDFP Project team is committed to providing certified Small & Micro Local Business Entities ("LBE") within Bayview Hunters Point ("Hyper-Local LBE") with meaningful opportunities to participate on the BDFP Project. In addition, we strongly encourage bidders to support the community by utilizing Hyper-Local LBEs and also hiring local residents of Bayview Hunters Point to fulfil the LBE participation and disadvantaged hiring goals. A list of Hyper-Local LBE firms is available electronically. Although a firm timeline for construction has not been determined, construction is not expected to commence prior to second quarter 2023. |
