Description | Proposal for Drainage Improvements on Ridge Road The general description of work consists of the construction of approximately the following quantities: Type 'B' Inlet, 4EA; HDPE Flared End Section, 1 EA; Reconstruct Type'B' Inlet, 1 EA; Reconstruct Type 'E' Inlet, 1 EA; 15" HDPE Pipe, 366 LF; Traffic Control, LS All proposals shall be enclosed in opaque sealed envelopes plainly marked "Proposal for Drainage Improvements on Ridge Road" and shall show the name and address of the bidder. Bids may be forwarded by certified mail. If mailed, the sealed envelope containing the proposal and marked as directed above must be enclosed in another envelope properly addressed for mailing as follows: Kelley D. Smith, Clerk Township of Harmony Municipal Building 3003 Belvidere Road Phillipsburg, New Jersey 08865 All bids shall be presented to the Clerk by the parties bidding or their agents at the place and time designated or by mail as above. The Township will not assume responsibility for bids forwarded through the mail if lost in transit at any time before bid opening. No bids will be received after the time set forth above. No proposal will be considered unless accompanied by a Consent of Surety plus a Bid Bond in the amount of ten percent (10%) of the base bid, not to exceed $20,000, in the form of a certified check, cashier's check or bid bond, binding the bidder to execute a contract and furnish the required performance and payment bonds within ten (10) days after notification of acceptance of this bid. A Non-Collusion Affidavit shall also be submitted. The successful bidder will be required to furnish performance and payment bonds for the faithful performance of the contract each in a sum not less than 100% of the total price for the completed bid, said bonds to be that of an approved surety company authorized to do business in the State of New Jersey and acceptable to the Township. Bidders are put on notice that they and all subcontractors hired by them to work on this project must pay any and all workmen employed on this project no less than the prevailing wage rates and benefits for the craft or trade or classification of workmen, as set forth by the Commissioner of Labor and Industry, under the "New Jersey Prevailing Wage Act, Chapter 150, of the Laws of 1963, effective January 1, 1964," together, jointly and severally, with wage determination of the United States Secretary of Labor currently in effect. All Contractors must pay the State or federal rate, or combination of each, whichever produces the highest rate. Bidders are also required to comply with N.J.S.A. 10:5-3 et seq., Law Against Discrimination, and the Affirmative Action Rules as set forth in N.J.A.C. 17:27. Bidders are also required to submit a valid Public Contractors Registration Certification with the bid package or the bid package may not be valid and could be rejected. Bidders are also required to furnish a statement setting forth the names and addresses of all stockholders in the corporation or partnership who own a 10 percent or greater interest therein, as the case may be, in accordance with P.L. 1977, C. 33; N.J.S.A.52:25-24.2. Bids will be rejected if they do not contain this disclosure statement Bidders are also required to comply with all the amendments to said statutes, and the rules, regulations and pronouncements of any Court interpreting same. This contract is subject to all of the Department of Labor, Safety and Health regulations and to the applicable provisions of the Occupational Safety and Health Act of 1970. No bidder may withdraw this bid within sixty (60) days after the actual date of the opening of bids. The Township reserves the right to waive minor defects and informalities in any bid and to reject any and all bids, or to accept bids that are in the opinion of the Township, in the best interest of the Township. The Township of Harmony also reserves the right to extend or reduce the scope of work to remain within the allotted funds available. |
