The District reserves the right to reject any or all bids or to waive any irregularities or informalities on any bid or bidding. It shall be mandatory upon the contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the general prevailing rate per diem wages in the locality in which this work is to be performed for each craft or type of workman needed to execute the contract based on a working day of eight (8) hours.
