Description | Professional consultant services for the design services that consists of roadway improvements to 7th Street from CR 273 (South Blvd.) to S Railroad Avenue for a total project length of 0.62 miles within the city limits of Chipley. This project contains two sections of 7th Street separated at the intersection of Hwy 90. The first section is from CR 273 to Hwy 90, consisting of milling and resurfacing. The second section is from Hwy 90 to S Railroad Avenue, consisting of full depth pavement reclamation. The existing pavement width varies throughout the project from 20 to 40 feet and is severely damaged due to widespread cracking and base failures. This project will consist of two Typical Sections due to the different pavement widths and conditions. The first Typical Section from CR 273 to Hwy 90 will require milling and resurfacing of the existing 20 feet wide roadway with 6 feet wide grassed shoulders and shallow grassed roadside swales. The new estimated pavement design will consist of 1.5" of milling with 1.5" Type SP 12.5 structural course along with a 1" Friction Course of Type FC-9.5. Isolated reconstruction areas in the form of cut and patch will be required to repair existing pot holes prior to milling and resurfacing. This section also contains an on-street parking area located at the US Army National Guard that is to be reconstructed. The second Typical Section from Hwy 90 to S Railroad Avenue will consist of full depth pavement reclamation of the existing 30 feet wide roadway and on-street parking areas on each side to the existing right of way. The depth of reclamation will be 12 inches and the new asphalt will consist of a 1.5" Type SP 12.5 structural course along with a 1" Friction Course of Type FC-9.5. This section also includes adjusting the western radius onto Hwy 90 to provide a single turning lane and to prevent a potential safety issue. 7th Street currently contains two (2) inactive historical railroad crossings that are partially paved over. One (1) of the existing railroad tracks is proposed to be preserved into a decorative crosswalk. The existing right of way varies from 60 - 100 feet wide and no additional right of way will be required to construct the project. Drainage improvements are included consisting of removing and replacing a 3-foot-wide valley gutter, repairing curb and gutter as needed, and installing side drains with mitered end sections. Driveway Improvements within the right of way are also included to address the drop-off created with new pavement surface. Also included in this project are signage improvements and the placement of thermoplastic pavement markings. Adjustments to existing water valves and utility manholes are anticipated and all costs associated with these improvements will be paid for by the City of Chipley.7th Street is a feeder road and major collector within the City of Chipley providing access to Washington County Historical Society, Chipley Farmers Market, Washington County Veterans Memorial, Bill Lee Station Museum, Capital City Bank, local restaurants and businesses, and numerous residents within the city limits. 7th Street also serves two schools, one church, and the US Army National Guard. Services include but not limited to all documents associated with bidding the project, attending any necessary meetings required, making recommendation to City Council for awarding the project, facilitating pre bid meeting, attending preconstruction conference and any other meeting that may be required to make this project successful. |
