Description | Award will be made to the lowest responsive and responsible bidder. Although the pre-bid meeting is non-mandatory, it is required as a part of Bidder's Good Faith Efforts if the Bidder fails to meet the 17% CDBE participation for this project. Due to Coronavirus quarantine restrictions, all CDBE Good Faith Efforts that require mailing of letters and/or certified letters via the United States Postal Service can now be satisfied by emailing letters instead. Please use copies of your emailed letters as part your Good Faith Efforts. The City of Columbia Local Business Enterprise (LBE) policy applies to this solicitation. You do not have to be a LBE in order to submit a bid for this project. Under the LBE policy, BID020-21-22-LAG Gravity Sewer Pump Station - Phase 2 (SS725802) CDBE if the lowest responsive and responsible bidder is not a certified LBE and a certified LBE is within 5% of the lowest bid (up to a maximum dollar value not to exceed $500,000), the certified LBE then has the opportunity to accept the project at the lowest bidder's price. The certified LBE must be from the 8 county Combined Statistical Area (CSA) as defined in the City of Columbia's LBE policy and must also be registered with the City of Columbia's Compliance Office as a certified LBE before the bid is submitted. No questions may be directed to or contacts made with the Mayor, other members of City Council, the City Manager, and other City Staff not identified in this IFB as points of contacts during the period of time that this IFB is made public until the final selection is made, except as otherwise provided for herein.
