Description | The system, at a minimum, shall be capable of electronically monitoring/tracking defendants’/offenders’ location. Most offenders are located within Loudoun, Fairfax, Prince William, Arlington, Clarke, Fauquier, and Frederick Counties, as well as the City of Alexandria and other locations that may be specified during specific periods, to include nationwide and international locations. The system shall also record defendants’/offenders’ real time movements. The monitoring/tracking system shall be a continuous signaling, GPS portable tracking unit capable of reporting in real time the continuous location of offenders (active). B. The equipment provided by the Contractor shall include a wearable GPS tracking device for offender monitoring under ISO 9000 Certification Standards for quality control. C. The monitoring equipment provided by the Contractor shall be of the latest technology available from the manufacturer. D. The monitoring equipment shall have the capability to identify the defendant/offender assigned to each individual unit or tracking device. E. The monitoring equipment shall use Cellular Digital Packet Data (CDPD), Cellular, or similar means to communicate between the individual GPS tracking devices and the monitoring center. All telecommunications charges shall be included in the daily unit cost. F. The Contractor, prior to the commencement of the Contract and presentation of the monitoring/tracking equipment, shall certify that the equipment being presented to the County is new, or newly refurbished, and is the manufacturer’s latest model. Confirmation of this shall be made in writing to the County’s Contract Administrator prior to the commencement of this Contract. Throughout the life of the Contract, the Contractor shall provide the County with the option to use the latest equipment model. The Contractor shall ensure that all equipment provided to the County shall have all final Beta testing completed and be ready for release; however, the County may agree to pilot/demo equipment during the Beta testing phase. |
