Description | This project will provide an engineered conceptual 30% level design and design report for FSR 63 crossing Mottet Creek that corrects AOP barriers and advances valley restoration concepts meeting U.S. Forest Service, National Marine Fisheries Service and US Fish and Wildlife Service ARBO II, U.S. Forest Service Manual 7000 (specifically section 7700-Transportation Systems), and Oregon Department of Fish and Wildlife criteria for AOP and valley bottom/floodplain restoration. The project reach is in the Umatilla National Forest (Sec.33 T04N R39E) where FSR63 crosses Mottet Creek. Mottet Creek flows from Jubilee Lake approximately 5 miles upstream of the crossing with FSR 63, then continues 1.5 miles downstream to its confluence with the Little Lookingglass Creek. Work Description: The contractor will collaborate with TSS and stakeholders to develop design alternatives to address the project goal. A process for ranking alternatives will be developed. A preferred alternative will be selected by TSS and the stakeholders. The contractor will provide all staff, labor, equipment, and materials necessary to complete the following scope of work. Scope of Work: This tentative scope of work may be modified during contract negotiations with the contractor. We will rely on the expertise of the consultant to determine the appropriate data collection and analyses. However, we expect this to include the following list. • Kickoff meeting with TSS to visit the project area and review project schedule and tasks • Introductory meeting, and up to three total meetings with stakeholders • Regular check-in meetings with TSS staff (such as every-other-week, or monthly) • Gathering of relevant background materials, such as maps, plans, history, inventories • Topographic surveying • Field investigations of geotechnical and other site conditions • Hydraulic, hydrologic, and geomorphic analysis • Sediment budget • Consultation with archaeologists • Data interpretation to inform alternatives • Development of design alternatives • Data analysis and preparation of drawings and designs • Presentation materials, as necessary, for stakeholder meetings • Preparation of a final assessment report that includes a conceptual design of the preferred alternative Although a firm timeline for construction has not been determined, construction is not expected to commence prior to July 2024. Completion is expected by November 1, 2024. |
