The exact location will be shown by the Contracting Officer. The resulting contractor shall repair a large HVAC system in building 90067, for the 705th Training Squadron (705 TRS), in accordance with the attachments listed in Section J. - This requirement is a Women-Owned Small Business set-aside under NAICS code 238220. - Disclosure of Magnitude of Construction: Between $250,000 & $500,000. - Information regarding Pre-Bid Site visit is located in Section L paragraph 2.1. - Bidders shall label bid packages as follows: [Company Name] [DUNS/CAGE Code] [Solicitation Number], [Project Description] TO BE OPENED AT [bid opening date and time] CONTAINS BID INFORMATION - This solicitation will be awarded in accordance with FAR Part 14, Sealed Bidding. Your attention is directed to Section L and M for site visit information, bid preparation instructions, and evaluation criteria for award. Bidders are responsible for submitting bids so as to reach the Government office designated in the solicitation no-later-than the date/time specified. Requirements Capital Project (CP) 1045103 is for the repair of a large HVAC system in building 90067, for the 705th Training Squadron (705 TRS). The overall intent of this project is to repair the HVAC system, with the job including both mechanical and electrical: a. Mechanical: Replace two split system heat pumps with two new pumps to accommodate the new building load, replace the gas fired water heater with an electric water heater, new diffusers, grilles, and controls. Existing gas piping will be removed and capped. Some duct work in the auditorium will be reused, and the remaining duct work shall be demolished. New ductwork will be routed to serve the new split systems. The existing mini-split heat pump shall remain. b. Electrical: The electrical contractor shall disconnect existing equipment. Existing conduit, wire, disconnects and associated devices shall be removed back to the server panel. All new HVAC equipment shall have new wiring, conduit, and disconnect installed. The existing 200 amp, 208V, 3 phase MP panel will remain and feed the new mechanical equipment and water heater. Additional FAR Clauses Incorporated by Full Text/Reference 52.211-10 Commencement, Prosecution, and Completion of Work. 1984-04 The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 104 calendar days. This acquisition is a Women Owned Small Business set-aside. 3.2. Discrepancies and Ambiguities: If an offeror believes the requirements in these instructions contain an error, omission, ambiguities, or are otherwise unsound, the offeror shall immediately notify the contract specialist in writing with supporting rationale no later than seven (7) calendar days after the IFB release. 3.3. Post-Award/Pre-Performance Conference: A post-award/pre-performance conference will be scheduled by the Contracting Officer (CO) and held prior to the commencement of any work at that installation under the awarded contract. The offeror or their duly authorized representative is required to attend the post-award /preperformance conference. 3.4. All questions must be received no later than five (5) calendar days after the site visit. The Government reserves the right to not answer questions received after the 5- day deadline unless in the best interest of the Government. Answers to the questions will be posted on SAM.gov. 4. The response shall consist of one (1) separate hard-copy volume (Filled SF 1442) AND and Documents to be considered responsive; and an electronic copy (via CD or DVD; USB drives WILL NOT BE ACCEPTED) of the documents. Site Visit (Construction) - Alternate I (Feb1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for12 July 2020 @ 10:00am, Central Time (c) Participants will meet at1 SOCONS Conference Room, 350 Tully St, Bldg. 90339, Hurlburt Field, FL 32544 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Attendees are advised of the requirement to submit all questions in writing to the Contracting office NLT 19 July 2022. All questions must be submitted in Word format.
