Description | This Request for Proposal (RFP) is being issued by the Contra Costa Water District (District) for vendors and/or firms interested in providing professional services for the 2024 Treated and Untreated Water Rate Study. The purpose of this project is to perform a comprehensive cost-of-service analysis and develop treated and untreated water rates that are cost-based and equitable. The cost-of-service analysis will need to reflect changes in customer water consumption patterns and updated costs of maintaining the water system. The District serves untreated and treated water to approximately 500,000 people in central and eastern Contra Costa County in Northern California. Wholesale and retail water customers include municipal customers of the cities of Antioch, Brentwood, Martinez, the Golden State Water Company in Bay Point, and the Diablo Water District in Oakley. The District also directly serves treated water to approximately 205,000 people in the cities of Clayton, Clyde, Concord, Pacheco, Port Costa, and parts of Martinez, Pleasant Hill, and Walnut Creek. The District operates and maintains a vast system of water facilities. Untreated water facilities include four untreated water reservoirs (Contra Loma, Mallard, Martinez, and Los Vaqueros Reservoirs), the 48-mile Contra Costa Canal, eight pumping stations, and related conveyance facilities. Water is diverted from the Delta through four screened intakes located at Rock Slough, Old River, Middle River, and Mallard Slough. Treated water facilities include three water treatment plants, over 800 miles of treated water pipelines, and related distribution facilities. The District specifically reserves the right to reject any or all proposals, to make any awards or any rejections in what it alone considers to be in the best interest of the District and to waive any irregularities in the proposals. The District does not obligate itself to accept the lowest proposal and specifically reserves the right to reject any or all proposals, or the District will accept any proposal or combination of proposals considered most favorable. Business licenses will be verified with the issuing agencies, and references will be checked. The District reserves the right to hire a primary and secondary contractor in the event the primary contractor cannot respond in a timely manner. The District has included the Bid/Proposal General Provisions (see Attachment A) to help explain the Districts bid and proposal process. Responses to all questions received will be published on the District website as an Addendum to the RFP on September 23, 2022. The method of contractor selection has not been determined at this time. |
