SOURCES SOUGHT NOTICE General Labor in Support of Facilities Maintenance Operations Martinsburg VA Medical Center The Martinsburg VA Medical Center is conducting this Sources Sought to identify contractors who possess capabilities to provide the services described in the Statement of Work below. As permitted by the FAR Part 10, this is a market research tool being utilized for the informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy. Response is strictly voluntary it is not mandatory to submit a response to this notice to participate in formal RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitation posted as a result of this sources sought notice. Respondents will not be notified of the results of the evaluation. We appreciate your interest and thank you in advance for responding to the sources sought. This service will be implemented using the North American Industry Classification System (NAICS) Code 541330. If a small business is interested in this procurement, they must provide at least 51 percent of the services rendered. NOTES All Capability Statements/Responses to this Sources Sought Notice shall be submitted via email only to Phillip.Duba@va.gov. Telephone, Fax, or any other form of communication inquiries will not be reviewed or accepted. Responses to this Sources Sought Notice must be received no later than August 8, 2022, at 3:00 p.m. (Eastern Standard Time). This Sources Sought Notice may or may not assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued, it may or may not be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this Sources Sought Notice. DISCLAIMER This RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked a proprietary will be handled accordingly in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(e), RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses incurred associated with responding to this RFI. STATEMENT OF WORK 1. OBJECTIVE The objective of this contract is to provide the Government with labor support services to Facility Management Service in the areas of activation and renovation; inventory processing; grounds maintenance; and FMS maintenance and repair. 2 SCOPE The Department of Veterans Affairs Medical Center has a requirement for support relative to human resources to staff the labor pool. The Contractor shall provide all labor necessary to perform internal moves of furniture, equipment, supplies as identified by the COTR in support of Medical Center Operations including reactivation of areas after renovation by construction. Contractor shall provide labor for inventory and materials handling in support of FMS s supply and inventory section. Contractor shall provide labor on an as-needed basis in support of other FMS sections, including grounds maintenance and repair. Upon award, the Contractor shall provide a pool of laborers with security clearance and VA orientation documentation. Some functions in support of inventory management may require limited access to Government computer networks. Weekends and Federal Holidays are excluded from performance. The following Federal Holidays will be observed (and any other day specifically declared by the President of the United States to be a national holiday): New Years Day, Martin Luther King Day, President's Day, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day. The contracted employees shall not perform inherently governmental functions as defined in the Office of Federal Procurement Policy (OFPP) Letter 92-1, Inherently Governmental Functions and FAR 7.5, Inherently Governmental Functions. It should also be understood that no contract employee will be supervising any government employee under this contract. Lastly, the contractor shall represent themselves as a contracted employee when engaged in official communications regarding government related program matters. As part of orientation, the contract laborers will complete mandatory Privacy, Computer Security training and VISTA training and will meet all Human Resources orientation requirements prior to commencing work. The COTR is responsible for scheduling all training requirements for the contract employees. WORKER'S COMPENSATION: The contractor agrees to procure and maintain while the contract is in effect, Worker's Compensation and Employers Public Liability Insurance in accordance with the laws of the State of West Virginia. EVIDENCE OF COVERAGE: Before commencing work under the contract, the contractor shall furnish to the contracting officer a certificate of insurance indicating that the coverage outlined in the contractor's responsibilities clause has been obtained and that such coverage may not be changed or cancelled unless 30 days advance written notice is provided to the contracting officer. SAFETY REQUIREMENTS: In the performance of this contract, the contractor shall take such safety precautions as the Contracting Officer or designee may determine to be reasonably necessary to protect the lives and health of occupants of the building. The contracting officer will notify the contractor of any non-compliance with the foregoing provisions and the action to be taken. The contractor shall after receipt of such notice immediately correct the conditions to which attention has been directed. IDENTIFICATION PARKING, SMOKING, CONDUCT, AND VA REGULATIONS: The Contractor's employees shall abide by all VAMC station policies and regulations. Contractor employees are subject to the rules of the Medical Center, applicable to their conduct, security, safety, etc. The Contractor's employees shall wear visible identification at all times while on the premises of the VAMC. It is the responsibility of the Contractor to park in the appropriate designated parking areas. Information on parking is available from the VAMC Police/Security Service. The VAMC will not invalidate or make reimbursement for parking violations of the Contractor under any conditions. Tobacco use is prohibited in all areas of Martinsburg VAMC campus. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in citation answerable in the United States (Federal) District Court, not a local district, state, or municipal court. Note: Contractor shall be aware that resource requirements may fluctuate throughout the life of this contract and therefore the contractor shall be prepared to adjust resources based on VA construction program requirements. In order to maintain consistency of workload and coordination, current contracted staff under existing contract have a right of first refusal. 3 KEY PERSONNEL The following key personnel are required under this contract: General Laborer Provides labor in support of relocations, activations, and other duties as identified by COR, including re-activation of areas after renovation by construction, temporary activations such as special events, and unscheduled or emergency relocations. Duties include but are not limited to moving and setting up furniture, equipment, supplies to and from activation sites. Inventory Supply Worker Provides support for inventory and stock functions, including, receiving and processing FMS stock products, and performing inventory controls. Duties include but are not limited to moving, sorting, packing, and unpacking stock. Grounds Maintenance Laborer Provides seasonal support for grounds maintenance functions, including lawn, walk, and exterior maintenance. Duties include but are not limited to landscaping activities, such as mowing, edging, trimming, and mulching; removing dead and damaged plants, planting flowers, trees and shrubs, and monitoring and maintaining plant health. Electrician Provides support in Electrical Shop, performing tasks involved in the operation, maintenance and repair of the Martinsburg VAMC electrical system. Duties include but are not limited to assisting in the installation, operation, maintenance and repair of electrical equipment and circuits; troubleshooting, diagnosing, and repairing equipment as assigned. Plumber Provides support in Plumbing Shop, performing tasks involved in the operation, maintenance and repair of the Martinsburg VAMC utility operations, including fire sprinklers, sewage, potable water distribution, steam, and condensate return systems. Duties include but are not limited to assisting in the installation, operation, maintenance and repair of pipes, valves, fittings, drainage systems, and fixtures; troubleshooting, diagnosing and repairing equipment as assigned. 4 VA Information and Information Security Tier 1: Low Risk/Non-Sensitive Investigations conducted to this standard are for positions designated at low risk, non-sensitive, and for physical and/or logical assess, pursuant May 2, 2016 VA Handbook 07109 to Federal Information Processing Standards 201 and Homeland Security Presidential Directive-12, using Standard Form-85.
