Description

For the following: Annual Contract - Lawn Maintenance for the Water and Wastewater Treatment Plants The City of Winter Haven is soliciting bids for grounds maintenance of the Citys water and wastewater facilities. The City currently operates and maintains 14 water treatment facilities and 2 wastewater facilities. The purpose of this contract is to maintain the citys facilities in a clean and well-manicured state. The services outlined in this contract will involve all aspects of maintaining the facilities grounds to include but not limited to mowing, trimming, edging, application of herbicides and insecticides, and the removal of all trash and debris. Mowing and maintenance will be done on a weekly basis April through September and bi-weekly October through March. Mowing all areas of fenced facilities as well as facility rights-of-way when adjacent to a roadway. All areas to be mowed to a maximum height of 2 1/2 inches. Where accessible mowing will be done to a width of 12 feet outside of facilities fencing. Keep fences clear of vines and weeds. This can be accomplished by spraying herbicide, pulling, or trimming. Maximum herbicide width is 4 at fence lines. Edge all walks, curbs, drives, parking lots, flower beds, trees, signs, post, etc.. each visit. Herbicide use is acceptable on fence lines, around tanks, and buildings to a maximum width of 4 inches. In addition herbicide is forbidden within 100 feet of well pump head locations. Trim fringe left by mowers around, buildings, posts, trees, and other raised objects. Pick up litter on areas to be serviced. Sweep or otherwise clean up debris caused by the lawn service, including any detrimental or unsightly overlay of cut grass on lawns. Blow off roadways and walkways to remove grass, dirt, leaves and other debris resulting from mowing or edging. Maintain all flower beds and rock formations in a weed free condition. Herbicide can be used where its use will not adversely affect other decorative fauna. Prune all shrubbery and decorative fauna to maintain clear walkways and driveways. All trees are to be trimmed and pruned to a 12 foot clearance and to maintain health of trees. Haul off all leaves, weeds, limbs, and other debris on the day of service. The products specified shall be furnished in accordance with the Invitation to Bid, Specifications, and Terms and Conditions attached hereto and made a part hereof as if fully set forth herein and any other documents prepared for this bid. Public Records - It is the policy of this state that all state, county, and municipal records are open for personal inspection and copying by any person. Providing access to public records is a duty of each agency / Fla. Statute - 119.01(1). (Do not submit any documents that you do not want to be made public). Bidders shall submit bids on the Proposal and Bid form furnished by the City. If an Excel Proposal and Bid form is provided for this project, please submit this form in Excel format when submitting your bid on Negometrix. Please note the Affidavit form which must also be completed. W-9 should be attached to the bid. Payment will be rendered to the name and ID appearing on the W-9. The City of Winter Haven reserves the right to reject any and all bids, to waive informalities, to re-advertise, and to enter into a contract determined to be in its best interest, in accordance with the Terms and Conditions referenced herein above. The City reserves the right to request additional landscape services in areas not currently listed due to the addition of new City facilities and/or due to situations arising impending acts of nature. Submit references for commercial mowing services performed within the past three years of similar scale to the outlined project. Each reference must be from entities where the bidder has performed the outlined services for at least the past 12 months. Each reference should indicate the total number of facilities and acreage maintained, contact name, telephone number, email address, and the start and end date of the service. In event bidder plans to utilize sub-contractors for aspects of contract those subcontractors must be listed with all contact information and qualifications. Bidder will be responsible for all aspects of contract in the event sub-contractors are utilized. The term shall be for one (1) year. The contract, if awarded, may be extended an additional four (4) years with the mutual written consent of the City and the vendor. Any request for price increase (yearly escalator) will remain negotiable at contract renewal and shall not exceed 5%. It will be up to the City to accept or reject the request for any price increase. Policy renewals should be mailed to the address above or emailed to: procurement@mywinterhaven.com Any person adversely affected by an intended decision or action with respect to the initial recommendation of award of any bid or action shall file with the Citys Procurement Manager a written notice of intent to file a protest. For the purpose of computation, the initial notice of intent to file a protest must be received by the Procurement Manager on the third (3rd) workday following the e-mailing date of the notice of the initial recommendation of award (excluding Saturdays, Sundays and legal City holidays). In addition, a non-refundable protest bond (the Bond) in the amount of one thousand dollars ($1,000.00) in the form of a cashiers check payable to the City of Winter Haven must be submitted with the initial notice of intent to file a protest. The initial notice of intent to file protest must be in writing and shall state the basis of the protest (recommendation of award protest or other) and clearly indicate that its purpose is to serve as the initial notice of intent to file a protest. Failure to clearly indicate its intent or failure to provide a Bond shall constitute a waiver of the right to seek any remedy provided under these protest procedures. Upon the timely receipt of an initial notice of intent to file a protest and the required Bond, the Procurement Manager shall toll (put on hold) any further actions related to the recommendation of award (except as noted below). Should the affected party decide to withdraw its initial notice of intent to file a protest during the tolled action the Bond will be refunded in full. This is the only reason the City will refund the Bond other than a finding in favor of the protestor. Bidders must possess any applicable business, contractor, or occupational licenses at the time of submission of the Bid. The City may request proof of such licensure. Bidders shall also obtain all permits required for this project.
