RFP Design- Drinking Water and Water Design-build Services

The City of Grant City is requesting qualifications for an engineering firm to provide design-build services, including planning, design, and construction (provision of all materials and labor) for waterline upgrades and extension within the City's Drinking Water infrastructure. The design-build firm is responsible for all required MoDNR design submittals as well as for obtaining all required project permits. Funding is expected to be through the Missouri Department of Natural Resources (MoDNR), American Rescue Plan Act of 2021 (ARPA) program. Drinking Water design shall adhere to MoDNR PUB2489 Minimum Design Standards for Missouri Community Water Systems, effective Dec. 10, 2013. Qualification information provided to the City shall include: A. The specialized experience and technical competence of the firm with respect to the type of services required; (20% determining factor) B. The capacity and capability of the firm to perform the work in question, including specialized services, within the time limitations fixed for the completion of the project; (20% determining factor) C. The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules; (25% determining factor) D. The firm's proximity to and familiarity with the area in which the project is located; (25% determining factor) E. The firm's professional experience in designing systems for drinking water projects; (10% determining factor). Once the most qualified firm is selected, a design-build agreement will be negotiated. The design-build agreement may be amended to include additional design-build services. The execution of the agreement shall be contingent upon the availability of funds.
