Description | The Project includes the following Work: Division A: Water Main Improvements The work generally consists of furnishing and installation of water system piping, fittings, valves, hydrants, line stops, services, connections, disconnections, and appurtenances for potable water. Installation will consist of 4"-8" PVC SDR-21 for open-cut and 4"-12" PVC SDR-21 Certa-Lok Yelomine Restrained Joint for horizontal directional drill water main along the design route as shown on the plans. There will be seven directional drills in total that cross State Highway Illinois Route 16. This work also includes surface restoration with various pavements, curbing, and sidewalks. This work shall include all labor, supervision, materials, supplies, transportation, equipment, and services necessary and required to perform the project as set forth in the Contract Documents. Division A and Division B will be award as combined total bid. Division B: Lead Service Replacement The work generally consists of removal and replacement of lead services and lead appurtenances at various location throughout the City. The work will include but not limited to, the furnishing and installation of new water service line, new water service connections to existing lines, new meters at various locations (not all locations), new yokes, new meter pits, and relocation of existing meter pit for new service line and connection. There will be re-plumbing needed at specific location as shown on plans. The new service line replacement and connections will be based on field conditions per each replacement to allow for the most ideal replacement location based on complexity of each various location. This work also includes surface restoration with various pavements, curbing, and sidewalks. This work shall include all labor, supervision, materials, supplies, transportation, equipment, and services necessary and required to perform the project as set forth in the Contract Documents. Division A and Division B will be award as combined total bid. Division C: Softeners Rehabilitation The work generally includes furnishing materials, equipment, and labor to replace the ion exchange softening resin for two (2) existing softeners and appurtenances, as indicated on the contract drawings, and as herein specified. This work shall include all labor, supervision, materials, supplies, transportation, equipment, waste disposal, and services necessary and required to perform the project as set forth in the Contract Documents. Division D: Concrete Detention Tank Rehabilitation and Lining with By-pass with Water Treatment Plant. The work generally includes furnishing materials, equipment, and labor for a complete interior and exterior restoration of the existing concrete detention tank. The following work will also include the furnishing materials, equipment, and labor to set up by-pass equipment including the use of a temporary tank with controls to allow water treatment plant to operate during the restoration construction. The general work will include but not limited to cleaning/removing iron sludge, waste disposal, surface preparation, filling and patching, resurfacing, coating, and finish coats. This work shall include all labor, supervision, materials, supplies, transportation, equipment, waste disposal, and services necessary and required to perform the project as set forth in the Contract Documents. Division E: Process Equipment Painting (Alternate Bid) The Alternate Bid work generally consists of surface preparation, painting, and finishing of interior steel process equipment and appurtenances including but not limited to piping, flanges, supports, valves, and vessels. This work shall include all labor, supervision, materials, supplies, transportation, equipment, waste disposal, and services necessary and required to perform the project as set forth in the Contract Documents. Division F: Water Treatment Plant Roof Replacement (Alternate Bid) The Alternate Bid work generally consists of removal and replacement of existing asphalt shingle roof system with new asphalt single roof system. This work shall include all labor, supervision, materials, supplies, transportation, equipment, waste disposal, and services necessary and required to perform the project as set forth in the Contract Documents. Provided the Contractor furnishes proof of proper insurance and bonding in a timely manner, it is anticipated that a Notice of Award of contract will be issued within 30-to-60 days of the date bids are opened and that a Notice to Proceed will be issued within 10 days of the date of the Notice of Award. This Project shall reach Substantial Completion by December 15, 2023 and Final Completion by January 15, 2024. Completion dates and requirements are further outlined in the Agreement, document C-520. Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Jefferson Avenue, Suite A Effingham, IL 62401 The City of Nokomis reserves the right to reject any or all bids, waive or not waive any informality in the bids, and to accept any bid which it deems most favorable to the City. It is agreed that this bid may not be withdrawn for a period of 45 days from opening thereof or it will be subject to forfeit the 5% Bid Bond provided with the bid. A certified check or bank draft payable to the order of the Treasure of the City of Nokomis or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Base Bid shall be submitted with each Bid. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (PWSLP), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, and the Employment of Illinois Workers on Public Works Act (30 ILCS 570), and the "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises per 40 CFR Part 33, as amended. The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. |
