Description | The selected A/E shall furnish all expertise, labor, and resources for complete programming and schematic design period services for the project in accordance with the requirements of the A/E Manual. A long-range plan, based on knowledge of the University, its resources and expectations will enable Norfolk State University to better provide an efficient and progressive facility to all stakeholders. The Owner reserves the right to roll over these services to full design, complete construction contract documents and construction services. The following generally highlights the services that the A/E shall perform. a. Refine, clarify, and define the Agency’s project description, data, and requirements as necessary to properly develop a program and schematic design of the project which will meet the Agency’s requirements and is within the stipulated “design-not-exceed” construction cost. b. Develop a program in such way as to establish goals and objectives, through interviews with end users, gather relevant information, identify strategies and summarize the program. The planning will include detailed programming, conceptual design and site analysis. c. Develop a Schematic Design submission to be sent to the DEB consistent with the requirements of the CPSM Manual. Respond to all Norfolk State University and other agency review comments and resolve outstanding design issues. d. As an agency option, when funding is available, provide complete construction contract documents with professional seals and signatures in accord with the procedures of the A/E Manual. e. This project shall be designed to achieve a minimum LEED v4.1 Silver Certification. f. In accordance with Virginia Code prepare and submit an Environmental Impact Report (EIR) for the project. g. Prepare A/E cost estimates for the project per the A/E Manual. Perform all site investigations, inclusive of geotechnical for new construction. h. Prepare documentation and represent the Agency by presenting necessary oral and/or graphic presentations to State Agencies such as the Art and Architectural Review Board, the Division of Engineering and Buildings or any other group having interest in the project. i. Complete all forms and documents in formats required by the A/E Manual and process in accord with the Agency's instructions. j. Provide services to assist the Agency in the bidding and award of the construction contract. |
