Resurfacing Various County Roads - Phase 75

It is proposed to resurface all or part of the following roadways in the Towns of Oyster Bay and Hempstead. The project is divided into five segments comprising a total of 7.0 miles of roadway. Site 1 consists of Old Country Road from the east meet-line of SR107 to west side of Seaford-Oyster Bay Expressway (SR135) Bridge in the hamlets of Hicksville and Plainview. Site 2 consists of the Long Island Expressway (LIE) North Service Road from the Suffolk County Line to the west side of Sunnyside Blvd in the hamlet of Plainview. Site 3 consists of LIE South Service Road, Executive Drive, from approximately 800' east of Sunnyside Blvd to the Suffolk County Line (approximately 800' west of Round Swamp Rd) in the hamlet of Plainview. Site 4 consists of LIE South Service Road, South Marginal Road, from Jericho Turnpike (SR25) to Broadway (SR106) in the hamlet of Jericho. Site 5 consists of Salisbury Park Drive from Carmen Avenue to Pilgrim Lane in the hamlet of Salisbury. The work includes asphalt pavement removal, up to a depth of 2.00"+/- asphalt concrete overlay, removal and replacement of deteriorated pavement, the installation of curbs, sidewalks, ADA compliant ramps, driveway aprons, replacement of pavement markings and traffic loops, and other incidental work. All questions regarding this contract shall be submitted via email prior to 4:00 PM on Wednesday, March 1, 2023 to Andrea Pereira at apereira@nassaucountyny.gov. No interpretation of the meaning of the Drawings, Specifications or other Contract Documents will be made to any Bidder orally. Prospective bidders must request in writing such interpretation from the Commissioner and such interpretation will be given in writing in the form of written addenda, to all prospective bidders, in accordance with the Instructions to Bidders, Item G. Please be advised the DBE goal for the subject County Federal Aid Project was set at 10%, the EEO Women Participation Goal is set at 6.9%, and the EEO Minority Participation Goal is set at 5.8%. This Contract will be subject to Nassau County Local Laws No. 14-2002, "Participation by Minority Group Members and Women in Nassau County Contracts," which requires submission of a Utilization plan prior to the award of a County contract, No. 2-2016, "Participation of Service-Disabled Veterans in County Contracts," and No. 9-2002, as amended by No. 3-2015, which require that firms entering into contracts with Nassau County must participate in registered and approved apprenticeship training programs unless such requirement are supplanted by requirements specified in the bidding instructions. At the time of bid submission, the Contractor shall submit, as part of its bid, documents in compliance with Title 51 of the Nassau County Miscellaneous Laws demonstrating participation in approved apprenticeship training programs that are appropriate for the type and scope of work to be performed pursuant to the Contract. Such apprenticeship training programs appropriate for the scope of this Contract shall include, but are not limited to the following: Laborers, Electricians, Carpenter, Operating Engineer, and/or any other trade appropriate for the type of work proposed. The apprenticeship training programs shall be registered with, and approved by, the New York State Commissioner of Labor in accordance with Article 23 of the New York State Labor Law. Note that if the Contractor does not comply with these requirements, the Commissioner may declare the Contractor's bid proposal non-responsive and award the Contract to the next lowest responsible Bidder. ONLY BID CONTRACT DOCUMENTS PURCHASED FROM THE PERMIT OFFICE IN THIS MANNER WILL BE ACCEPTED/CONSIDERED. Vendors doing business with Nassau County, including those responding to this solicitation, must register with the County. The Nassau County Bid Solicitation Boards are open to all registered vendors. Vendors that have not registered are able to view open solicitation opportunities, but they are not able to download solicitation documents or submit bids or proposals. SUBCONTRACTOR LISTS - In accordance with GML 101, for projects (1) to which a project labor agreement applies, (Labor Law Section 222) and, additionally, (2) on a public work contract for which separate specifications have not been prepared, each Bidder shall submit with its bid a separate sealed list on the forms provided with the proposal forms that names each subcontractor (for the enumerated work, if applicable) that the Bidder intends to use to perform work on the contract. Notwithstanding the forgoing, all subcontractors must be approved by the Commissioner in writing prior to such subcontractor's performance of any work. Security for Bid as set forth herein must be presented with the Bid.
