Description | The Bay County Board of County Commissioners (County) seeks bids from qualified vendors to provide a new 24-inch C900 watermain and 10-inch C900 sanitary sewer force main crossing Bayou George along Highway 231. Water main and force main shall be installed via Horizontal Directional Drilling. The project also consists of the demolition of the existing aerial pipe crossings. Work shall be performed in accordance with the Jacobs Engineering Group, Inc. Design Documents shown at Exhibit 1 and the Project Drawings shown at Exhibit 2. The project may be reimbursed by the American Rescue Plan Act (ARPA) It is imperative that Respondents examine and become familiar with the Federal Regulations Contract Requirements. Funding for the project may be made possible through this grant and is contingent on strict conformance to the federal regulations. Respondents will comply with the Federal Regulations Contract Requirements shown at Exhibit 4. Bidders shall submit all questions, in writing, to the Purchasing Department via email Purchasing@baycountyfl.gov, the Bonfire portal, or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CDT) on Monday, June 20, 2022. Note: Respondents shall attend the pre-bid meeting. Any Respondent who fails to attend will be deemed non-responsive and automatically disqualified from further consideration. The purpose of this meeting is to familiarize respondents with the project and answer questions. All Respondents must be present and signed in prior to the start of the Mandatory Pre-Bid Meeting. The convener of the meeting will collect the sign in sheet(s) and the meeting will "Officially" start. Anyone not signed in at the "Official" start of the meeting will be considered late and will not be allowed to propose on the project. Please allow 10 to 15 minutes to sign in prior to the start of the Mandatory Pre-Bid Meeting. In the event that any discussions or questions at the pre-bid meeting or afterward require additional clarification the COUNTY will issue a written summary of questions and answers as an addendum to this Invitation to Bid. Vendors shall be licensed in trades if licenses are required. Vendors shall identify subcontractors that are providing services requiring a license under Florida law. Bids may be deemed nonresponsive if not accompanied by proof of any required State of Florida license. Special Accommodation: Any person requiring a special accommodation at a Pre-Bid Conference or Bid opening because of a disability should call the Purchasing Department at (850) 248-8270 at least five (5) workdays prior to the Pre-Bid Conference or Bid opening.
