Description

The work consists of furnishing all material, labor, and equipment necessary for constructing the Melbourne Airport Water Main Extension project, as depicted on the approved project plans and specifications documents. Significant coordination is required with the Melbourne Airport Authority (MAA) for all construction to be performed within the Melbourne Airport property. All work is to be done in accordance with the plans and specifications of Project No. 30019. The Contractor shall not subcontract more than 50% of the work based on the total contract price. Applicant may not utilize subcontractors for the role of project manager. The successful bidder must be able to show a past history of successfully completed underground utility/water main construction projects that are compliant with the applicable permits and standards. Contractor must submit a list, including description and owner/consultant contact information for at least five (5) similar projects in the last three (3) years demonstrating successful installation of 20" PVC open trench/24" HDPE directional drill water mains or larger. If a subcontractor is to perform the directional drill portion, the subcontractor must submit same list demonstrating successful installation of 24" HDPE directional drill water mains or larger. that are compliant with the applicable permits and standards. Contractor, or its subcontractor(s), shall possess and maintain during the term of this Agreement one of the following licenses and/or certifications: 1. Florida Registered or Certified General Contractor 2. Florida Registered or Certified Underground Utilities Contractor All questions about the meaning or intent of this Invitation to Bid must be submitted in writing at least fourteen (14) calendar days prior to bid due date. All questions must be directed to the City of Melbourne, 900 E. Strawbridge Avenue, Melbourne, FL 32901, Attention: Lisa Solina, Engineering Department, or lisa.solina@mlbfl.org. Only questions answered by formal written addenda will be binding. Bids must be accompanied by a cashier's check or bid bond in an amount not less than five percent of the bid. Bid bonds shall be countersigned by an agent having an established place of business in the State of Florida. No bid may be withdrawn for a period of 55 days after scheduled closing time for receipt of bids. Bidders must include one original and one copy of their submitted bid. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Minority and female-owned businesses are encouraged to apply. The City of Melbourne is an equal opportunity employer. The Contractor shall comply with the City of Melbourne Code pertaining to Hometown Labor Law relating to all bidding requirements and contract awards of $100,000.00 or greater, that are completely funded by the City. The City of Melbourne, Florida, reserves the right to reject any and all bids, and to waive technicalities and informalities.
