The work consists of furnishing all assembly and installation supporting tools, equipment, supplies, labor, and transportation in accordance with the performance work statement herein. The estimated magnitude of this project is less than $25,000. This solicitation is issued as a Request for Quote (RFQ) under the authority of FAR Part 13 Simplified Acquisition Procedures. This solicitation is 100% set aside for Small Business. The estimated magnitude of construction is less than $25,000.00. The NAICS Code is 238990 Other Specialty Trade Contractors with a size standard of $16,500,000.00. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) - ALTERNATE I (APR 1984) The Contractor shall be required to (a) commence work under this contract within ten (10) calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 30 May 2023. The time stated for completion shall include final cleanup of the premises. The completion date is based on the assumption that the successful offeror will receive the notice to proceed by 28 October 2022. The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer. GENERAL. 1.1. Scope of Work. The playground system site is located at the U.S. Army Corps of Engineers, Orwell Dam Project Office (Corps), located near Fergus Falls, MN. The Contractor shall install a new play system (Rainbow Play System's Commercial model IDEA C (98C), provided as government-furnished property, currently unassembled and located at Orwell Dam Recreation Area. The work to be performed under this contract consists of furnishing all installation supporting tools, equipment, supplies, labor, and transportation for performing all work as required. All work materials and services not expressly called for in the specifications or shown on the drawings, but which are necessary for completion of the contract requirements, shall be performed and furnished by the Contractor at no increase in cost to the Government. 1.2. Payment. Description and Location. Orwell Dam Recreation Area is a Corps-managed recreation area that includes heavily utilized facilities including a dam structure, shelter, and picnic facilities. It is located at 14780 Orwell Road, Fergus Falls, Minnesota 56537. The location is on the Otter Tail River in Otter Tail County. 1.4. Contract Period. All contract work must be completed by 30 May 2023. 1.5. Safety. All work shall be performed in accordance with all state, federal and local laws and regulations and the Corps of Engineers' Safety and Health Manual, EM-385-1-1. A copy of this manual can be found on line at: The Contractor shall install a safety fence around the work site to secure the public from the worksite. 1.6. Orientation. Prior to the start of work, the Corps' on-site representative will provide an orientation to the Contractor and their personnel which will include discussion of contract requirements, safety considerations, quality control, security, and administration. 1.7 Site Visit.
