Description

Interested organizations must submit three (3) hard copies of the proposal and one (1) thumb drive with an electronic PDF version of the complete proposal in a sealed envelope No faxed or electronic transmissions or late proposals will be accepted. If the Town Hall is closed at the time of the delivery deadline due to uncontrolled events such as fire, snow, or building evacuation, the proposal opening will be postponed until 12:00 p.m. on the next business day. Proposals must be submitted in a sealed envelope clearly marked "Proposal for Purchase of Town Owned Land - 360 Washington Street" Any and all questions and communications regarding this RFP must be addressed in writing to the above contact person electronically at cread@easton.ma.us with a copy to hroche@granitecitypartners.com, no later than 3:00 P.M. August 25, 2023. Answers to such timely submitted questions will be in writing and questions and answers will be shared with all those on record as having received a copy of this RFP via addendum posted on the Town website and shall be subject to applicable Public Records Laws. Respondents to the RFP will be able to correct or modify their proposals before the deadline for submittal, but must submit any modifications or corrections in writing to the above contact person and address prior to the RFP deadline. Respondents may also withdraw their proposals in writing at any time during the application and selection process. The Town of Easton and the Board reserve the right to reject any and all proposals or to cancel the RFP if it is determined to be in the best interest of the Town of Easton to do so. The Town makes no representations or warranties, expressed or implied, as to the accuracy and/or completeness of the information provided in this RFP. It will be the responsibility of the selected respondent to determine the applicability of and ensure compliance with any and all laws that may apply to the Project (including, but not limited to any applicable public construction and/or fair wage laws). . Interested respondents are required to register for the project with an email of interest containing the respondent's contact information to cread@easton.ma.us with a copy to hroche@granitecitypartners.com. Failure to do so may result in interested respondents not receiving applicable project information such as future addenda or clarifications. Failure of a respondent to receive any addendum shall not release the respondent from any obligations under their proposal, provided said addendum was sent by e-mail, telegram, by U.S. mail, or successful facsimile to the address furnished by the respondent for transmittal of mail. The Easton Select Board (herein, the "Board") requests proposals from qualified respondents to purchase an approximately 3.44-acre parcel of Town-owned land at 360 Washington Street, known as Moreau Hall Elementary School, Assessors Map 23U Lot 3/A (the Property.) The property was declared surplus and authorized for disposition by passage of Article 9 at the November 14, 2022 Town Meeting (warrant and results linked here) and ceased operations as a public school on January 3, 2023 with the occupancy of the Blanche A. Ames Elementary School for all pK-2 students in Easton. In recognition of the historic and community significance of the Moreau Hall school, the Board requests proposals which prioritize the preservation of the exterior structure of the Hall, and which would be in keeping with its previous purposes as a site for education and/or promotion of civic and communal engagement. The Board acknowledges that the property is not subject to a historic district restriction for permanent preservation of the exterior structure, however its preservation is preferred. Further detail on the proposal requirements and qualitative criteria can be found in section 6.0 and section 7.0 of this document. The preparation of the RFP response shall be at the expense of the respondent. It is the sole responsibility of the respondent to fully examine the RFP's attachments and referenced documents. The disposition of the property is subject to the Uniform Procurement Act, M.G.L. c.30B. The provisions of M.G.L. c. 30B, Section 16, are incorporated here by reference. The designated respondent will be required to submit a disclosure of beneficial interest in order to comply with M.G.L. c.7C, Section 38. The Town of Easton and the Easton Select Board make no representations or warranties, express or implied, as to the accuracy and/or completeness of the information provided in the RFP. This RFP (including all attachments and supplements) is made subject to errors, omissions, and withdrawal without prior notice and to changes to, additional, and different interpretations of laws and regulations. Prospective respondents should undertake their own review and analyses concerning physical conditions, environmental conditions, applicable zoning, required permits and approvals, and development, ownership, and legal considerations.
