Description | PROJECT DESCRIPTION & MAJOR WORK ITEMS: This project will include the removal of existing lead water services while installing 11 new 1" HDPE service using a pulling method whenever possible. Additional excavation pits may be required to install HDPE water service. Back fill and restoration. This project is funded in whole or in part by the American Rescue Plan Act. Federal supplementary provisions shall apply. The awarded bidder must have an active SAM.gov registration with no exclusions. Questions pertaining to this project should be directed to: Tim Sanders, PE, Project Engineer, 218-730-5066, tsanders@duluthmn.gov Bid surety in an amount equal to five per cent (5%) of the total bid shall be submitted with each bid. Electronic bid surety can be submitted in Bid Express; bid bonds may also be emailed to purchasing@duluthmn.gov. Paper bid bonds, certified checks or bank drafts may be mailed or dropped off at Purchasing, City Hall Room 120, 411 West 1 st Street, Duluth, MN 55802. Regardless of the method of submission, bid bonds must be received by the City prior to the bid opening. Not less than prevailing wages as included in the specifications and provisions must be paid on this project. A Project Labor Agreement (PLA) and Community Benefits provisions will be required for any bid that is over or could virtually go over $150,000. The contractor must take affirmative action to ensure that the employees and applicants for employment are not discriminated against because of their race, color, creed, sex or national origin, and must meet the affirmative action goals. Contractors are encouraged to subcontract with Disadvantaged Business Enterprises when possible. Contractor will comply with all applicable Equal Employment Opportunity laws and regulations. The City of Duluth reserves the right to waive informalities and to reject any or all bids. |
