Description | The City of Safety Harbor, Florida is in Pinellas County along the northwest edge of Old Tampa Bay and is part of the Tampa-St. Petersburg-Clearwater metro area. The City has a Downtown Master Plan and Community Redevelopment District which encompasses much of the downtown area. The City of Safety Harbor is predominantly built out, with several key vacant lots developed over the last ten (10) years in the downtown area. Downtown Safety Harbor is roughly bordered by 7th Street to the south, Dr. Martin Luther King Jr Street to the north, Bayshore Boulevard to the east, and 10th Avenue to the west. Main Street, the City's main downtown drive, runs east and west between 10th Avenue and Bayshore Boulevard (approximately one, half mile). Main Street, and the rest of the downtown area, is comprised of various occupancies including restaurants, shops, bars, specialty stores, a hotel, multi-family structures, and private homes. Safety Harbor's downtown also includes its local City Hall, a fire station, a library, a community waterfront park, a historical museum, a fishing dock, and a working marina. The City desires to retain the services of a professional engineering/design consultant with extensive experience with downtown planning, engineering design, and capital project cost estimating to prepare the Safety Harbor Main Street Design Study with a prioritized list of projects and engineering level cost estimates. Experience in roadway alignment analyses, Americans with Disabilities Act requirements, engineering-level cost estimating, parking demand analysis, pedestrian facility design, wayfinding signage, landscaping design, complete streets, and community engagement are desired. Ideas to explore include traffic patterns and roadway alignments on Main Street and adjoining streets, downtown parking demand and traffic management, business wayfinding signage and a-frame signage, wider sidewalks, and locations for additional shade trees. The consultant will provide a speed study at three locations on Main Street, East, Central and West and consider alternative public/private parking partnerships which each design alternative. The consultant will oversee a community outreach effort to present roadway design options and obtain feedback from the community that results in the selection of a preferred design alternative and a prioritized list of cost estimates. One of the alternatives to be considered is changing Main Street from a two-way street to a one-way street and the displaced traffic impacts such a change would have to the surrounding roads. |
