Description

This Contract provides for On-call, open-ended commercial heating, ventilation, air conditioning, and refrigeration (HVACR) work, including emergency repair, for various buildings at the State Highway Administration Hanover Complex. This is a non-exclusive Contract. It does not include all work expected to be performed in the designated areas. Therefore, at times, other Contractors may be performing similar work that is not associated with this Contract. This Contract will not automatically renew. SCOPE OF CONTRACTOR SERVICES This specification describes the HVACR services to be provided by the Contractor. HVACR services shall include, but are not limited to, the following: cleaning coils, flushing condensate pans, fan cleaning, inspecting capacitors, checking amp draws, tightening of electrical connections, lubricating motors, checking refrigerant levels, visual checking of ductwork and plenums, checking condensation drainage, changing filter media, checking operations in cooling and heating modes, checking connections, checking backup heat (HP), diagnostic testing of units, replacing capacitors, replacing compressors, replacing fan motors, installing hard start kits, adding refrigerant, repairing ductwork and insulation, replacing control boards, repairing connections, replacing, repairing, and properly programming VFD's, and any and all other related services deemed relevant and necessary by the Administration. In addition, the Contractor must be familiar with the Metasys controls system (Johnson Controls) and be able to assist with troubleshooting when requested by the Administration. If coil cleaning is requested the charge for this service will be hourly and the cleaning chemical will be provided by SHA. HVACR systems shall include, but are not limited to, the following: chillers, split central heat pumps, split AC units, PTAC units, window units, ice machines, gas wall heaters, gas-fired boilers, gas furnaces, ductless split systems, exhaust fans, VAV boxes, fin tube radiation, packaged roof top units, water heater units, and controls systems. Please see separate attachment in EMMA for HVAC Equipment List. The Contractor shall be available for emergency repair service on a twenty-four hour, seven days per week basis for the full term of the Contract. The Contractor shall be available within two hours of notification on any day of the year without exception. The Contractor shall furnish to the Contract Manager the name, address and phone number of at least one (1) individual in his firm who can be contacted by the Contract Manager at any time in the event of an emergency. The inability to respond within the required timeframe for emergency repairs will be considered a breach of contract, and the Administration may undertake legal action as deemed appropriate. The Contractor shall provide the Administration with a written or verbal quote before proceeding with any emergency repair work. Any work in excess of three hundred dollars ($300.00) must be approved by the Contract Manager prior to service. Prices submitted in response to this solici!tation are irrevocable for ninety (90) days following the due date. The Procurement Officer may, however, request vendors to extend the time during which the State may accept their bids. Once a bid is accepted, all prices, terms, and conditions shall remain unchanged throughout the contract period.
