Description

The City is requesting proposals from qualified real estate developers to create a commercial, retail, hospitality, residential or mixed-use development utilizing a City-owned property. The address is 408-450 West Orange Street (aka SR-50) Groveland, Florida. SR-50 has an average daily traffic count of approximately 25,000 vehicles in (See Exhibit A). The property is located within the City's Community Redevelopment Area (CRA) near the City's historic downtown. The site, formerly the City's Police/Fire and Public Safety Complex, contains three existing structures. The Police Building is a 2,925 square foot masonry building with a 1,300 square foot metal canopy. The Fire Station consists of a 4,449 square foot metal structure and a 1,225 square foot masonry building. The site is within close proximity to the historic downtown and sits on the shores of Lake David (See Exhibits B, C & D). Folio #: 1521351 Address: 408 and 450 W Orange Street, Groveland, FL 34736 Parcel Size: 1.821692 acres (79,353 square feet) Just Value (Lake County): $95,448 Appraised Value (City-Appraisal): $830,000 Future Land Use: Town Permitted Uses: Multi-Family residential, Single-family Townhomes, Live-Work Units, Short-Term rental (residential), Hotel & Resort, Residential-Care, Retail & Service, Office, Indoor Recreation, Light Industrial. Zoning: The property is currently zoned Civic. The City has initiated a rezoning to Town Core, maximum building height 85', Non-residential FAR 3.0, Residential Density 36 du/ac. See Article 5, Zoning, in the Groveland Community Development Code, Pg.55 for Site and Building requirements. The City has identified several goals for this project. The project should: 1. Activate the site with a mix of hospitality/commercial/lodging and / or residential activities. 2. Create a place where friends, families and groups can meet and enjoy good food, drink, and service. 3. Utilize architecture and designs that are compatible with and reinforces the City's history and exemplify high-quality design. 4. Create commercial, retail, lodging or hospitality uses that capitalizes on the waterfront location on the shores of Lake David. This RFP is an invitation for qualified Developers to create a Groveland redevelopment project consisting of a commercial, retail, hospitality, residential or mixed-use development using City- owned parcels. The City has also had three (3) adjacent, contiguous parcels appraised for their potential real estate sales value. This information is contained in Exhibit E (Real Property Appraisal, Appraisal Report, Risner Realty Advisors, Inc. , Aug, 6, 2020) and may be used by Developers when preparing their submittals. Developers are encouraged to examine the opportunities to aggregate adjacent parcels with the City-owned parcels to create a larger opportunity site. The project must adhere to all applicable zoning and development laws, which shall be confirmed by the Developer. Groveland is a historic rural community located in southern Lake County, immediately adjacent to the City of Clermont and the ever growing Orlando regional marketplace. The City of Groveland is one of Florida's fastest growing communities, Groveland's population, up 149% from 2010 is 21,712 persons. The City's small-town feel, natural resources, recreational facilities and easy access to the Central Florida region and beyond has made Groveland a residential destination for young families and maturing households. With over 3,000 single family residential units planned and permitted for development, the City is poised for continued rapid growth. The City is challenged with an ever increasing demand for commercial, retail and hospitality services that cannot be met by the City's current building inventory.
