Description

Two-million-gallon steel water storage tank called Mesa Tank that was constructed in the early 1980s. The City is seeking engineering services for construction of a second water storage tank pursuant to this RFP at an identified City-owned site near the existing tank. The proposed capacity of the new tank would likely be in the range of one to two million gallons, subject to the available funds for this project. Said location was previously the site of a small reservoir and settling pond that was demolished in the early 1980s when the existing tank was constructed. A site visit by W. W. Wheeler & Associates, Inc. in July 2021 indicates that the proposed tank site appears to be feasible from a geotechnical and operational standpoint, subject to further exploration and analysis as described in this RFP. A concrete wall associated with the abandoned reservoir remains in existence at the site, but it is unknown whether such wall would remain or would be demolished as a part of the proposed construction project. The site is accessible only by narrow winding residential streets and a steep and narrow access road, which will add construction challenges and cost to the project. The City staff presume that bolted steel tank construction would be the most cost-effective material for the proposed tank, but the City is open to the use of concrete construction if that would result in a more effective solution, consistent with the limited City funds for this project. Preliminary Phase 1. Meet with City staff at a kick-off meeting to discuss the potential project schedule, funding sources, construction budget limitations, and general preliminary design concepts and constraints. 2. Provide geotechnical evaluation of the proposed tank site, including foundation and slope stability analyses. This work should include geotechnical exploration, laboratory tests, related analyses, and reports. 3. Evaluate feasibility and/or necessary improvements to the existing access road for construction access. 4. Consult with City staff for selection of a preliminary site configuration, preliminary access road improvements (if necessary), preliminary connecting pipelines and valves, a preliminary plan for including or demolishing the existing concrete wall, and preparation of a preliminary schedule for design and construction. 5. Assist City staff in identifying and meeting requirements imposed by the funding sources for this project. 6. Develop a conceptual design for a steel or concrete water storage tank, including budgetary construction cost estimates for two alternate tank capacities in the range of one to two million gallons. 7. Identify permitting requirements for the proposed tank design and construction, including any applicable access road improvements. 8. In consultation with City staff, finalize the preliminary design concept and prepare one or more reports that provides a summary the geotechnical and other investigations associated with this Preliminary Phase. 9. Attend a City Council meeting (date to be determined) and provide a briefing to City Council. Design Phase 1. Prepare field surveys, construction plans, and specifications. 2. Provide engineer’s opinion of probable construction cost. 3. Prepare construction contract documents. 4. Coordinate with the Colorado Department of Public Health and Environment and other permitting authorities for design approvals. Construction Phase 1. Assist City staff with evaluation of construction bids and selection of construction contractor(s). 2. Represent the City at preconstruction conferences. 3. Provide consultation and advice to City staff during all phases of construction. 4. Assist City staff with construction contract administration, including review of shop and erection drawings submitted by contractors for compliance with design concept and drawings. 5. Review, analyze, and accept laboratory and mill test reports of materials and equipment. 6. Provide construction observation on behalf of the City. 7. Assist City staff in negotiation of change orders and supplemental agreements and to meet the requirements imposed by the funding sources for this project. 8. Determine amounts owed to the contractor(s) for work performed and materials provided. Project Closeout Phase 1. Make final inspections, submit punch-list, and report of completed project. 2. Coordinate with Colorado Department of Public Health and Environmen for approval of disinfection plan and acceptance of the project. 3. Prepare report of completed project including record drawings, materials testing reports, summary of project change orders, and provide assistance in obtaining release of liens from all contractors. 4. Prepare and/or review the operations and maintenance manual.
