Description

Bidder bears the risk of late delivery. Any bids received after the stated time will be returned unopened. The Project involves the following: Package 4 (Site Work) - Project consists of, but is not limited to, the demolition and removal of existing pavements, sidewalks, and site utilities surrounding a previously demolished 12,000 sq. ft. police station, and 1,400 sq. ft. maintenance building. The project also consists of all site improvements for the new Troop 6 barracks and maintenance building. New site improvements include, but are not limited to, new paving, new stormwater management, new utilities throughout the site, new sidewalks and landscaping, etc. The Site Work bid package, will be constructed under a single prime contract. A previous bid package, Barracks and Maintenance Building (Bid Pack 2) will also be constructed under a single prime contract. There is no Construction Manager (CM) on this project. There will be coordination required between the Bid Pack 2 General Contractor (GC) and the Bid Pack 4 Site General Contractor (SGC) throughout the construction of these respective contracts. During the time before Bid Pack 4 is awarded, the Bid Pack 2 GC will provide and be assigned the Control over the overall project schedule in order to discuss and plan for coordination of possible upcoming conflicts with the upcoming Bid Pack 4 SGC. The Bid Pack 4 SGC will be contracted by the State to follow the schedule issued by the Bid Pack 2 GC. Representatives of each party to any Joint Venture must attend this meeting. ATTENDANCE OF THIS MEETING BY SITE GENERAL CONTRACTORS IS A PREREQUISITE FOR BIDDING ON THIS CONTRACT.The outer envelope should clearly indicate: "OMB/DFM CONTRACT NO. MJ4506000003C - DELAWARE STATE POLICE TROOP 6 - BID PACK 4 - NEW TROOP 6 SITE WORK - SEALED BID - DO NOT OPEN." Bidders will not be subject to discrimination on the basis of race, creed, color, sex, sexual orientation, gender identity or national origin in consideration of this award, and Minority Business Enterprises, Disadvantaged Business Enterprises, Women-Owned Business Enterprises and Veteran-Owned Business Enterprises will be afforded full opportunity to submit bids on this contract. Each bid must be accompanied by a bid security equivalent to ten percent of the bid amount and all additive alternates. The successful bidder must post a performance bond and payment bond in a sum equal to 100 percent of the contract price upon execution of the contract. The Owner reserves the right to reject any or all bids and to waive any informalities therein. The Owner may extend the time and place for the opening of the bids from that described in the advertisement, with not less than two calendar days notice by certified delivery, facsimile machine or other electronic means to those bidders receiving plans.
