Description

Willows Intermediate School Modular Buildings After the scheduled closing time set for receipt of bids, bids may not then be withdrawn for a period of ninety (90) calendar days from and after said closing time, except as otherwise provided in the California Public Contract Code. In accordance with the provisions of Section 1770 and 1773 of the Labor Code, Owner has obtained from the Director of the Department of Industrial Relations, the general prevailing rate of wages applicable to the work to be done. These rates are set forth in a schedule located at the County Office of Education. Said schedule is available to any interested party on request. The Contractor shall obtain and post a copy at each job site. DIR Requirement: Contractor/Subcontractor Registration and Labor Compliance Monitoring and Enforcement. Except as provided in Labor Code 1771.1(a), no Contractor or Subcontractor may be listed on a bid proposal for a public works project submitted on or after March 1, 2015, or perform work on a public works contract award on or after April 1, 2015, unless registered with the Department of Industrial Relations pursuant to California Labor Code 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. (Labor Code 1771.4.). Each bid must conform to the requirements of the Drawings and Project Manual, and other documents comprising the Bid Documents. Attendees must check in at the front office upon arrival. The bid walk will start at the front office. No bid will be considered unless it is made on a form provided by the Architect and accompanied by Cashier's Check or Bidder's Bond for 10% of the total amount of the bid including Additive Alternates, made payable to the Owner. The above-mentioned check or bid bond shall be given as a guarantee that the bidder shall execute the Contract, if awarded to him, in conformity with the Contract Documents. Each bid must be submitted with a fully completed Non-collusion Affidavit as required by Public Contract Code Section 7106. In accordance with Section 20103.8 of the Public Contract Code of the State of California, the determination of the low bidder shall be based on the Base Bid amount, without consideration of Alternates. Within ten (10) days after notification of the Award of Contract, the successful bidder or bidders will be required to furnish, simultaneously with execution of the Contract, a Labor and Material Payment Bond in an amount equal to one hundred percent (100%) of the Contract amount and a Faithful Performance Bond in an amount equal to one hundred percent (100%) of the Contract amount. Said bonds shall be secured from a Surety Company satisfactory to the Owner and with a Best's rating of no less than A-XI. The Bid Bond, Faithful Performance Bond, and the Labor and Materials Bond must be issued by an Admitted Surety, and insurance organization authorized by the Insurance Commissioner to transact business of insurance in the State of California during this calendar year. Pursuant to Section 22300 of the Public Contract Code of the State of California, the contract will contain provisions permitting the successful bidder to substitute securities for any moneys withheld by the district to ensure performance under the Contract. In accordance with Education Code Section 17076.11, the district has established a participation goal for Disabled Veteran Business Enterprises (DVBE). The Bidder shall be familiar with this provision and provide the necessary information as indicated in the Instructions to Bidders. Classification of Contractor's License for this work shall be Class A, General Engineering; B, General Building (open to all projects). The Owner reserves the right to reject any and all bids and/or waive any irregularities or informalities in the bidding.
