Description | Since 1990, the Town's reverse osmosis (RO) concentrate management practice has been surface water discharge through an outfall to the Southwest Fork of the Loxahatchee River. Permitted by FDEP this disposal method is subject to water quality of the receiving water body (The River) and regulatory changes that determine permitting requirements. Although permittable in 1990, surface water discharges for disposal of concentrate are scrutinized and challenging to permit. The Town's permit includes stringent monitoring requirements and water qualtiy limitations at the concentrate outfall and at specified distances within the River. Permit renewal is required every five years. Though the Town has consistently met permit conditions, water quality impairments in the River may drive regulatory changes, precluding surface water discharge as the preferable long term method for concentrate management in the future. The most suitable long term alternative strategy for RO concentrate management, for the water plant, is construction of a Class I deep injection well (DIW) system, consisting of a DIW, pump station, and flexibilty for management of other water plant by-product and waste streams. As of October 25, 2022, this project is included in the Town of Jupiter FY 2023-2027 Budget CIP. An engineer has been selected for the project. Bidding is estimated to take place in February/March of 2022. *Project information has been obtained through a public capital improvement plan (CIP).
