Written prebid questions and substitutions will be accepted until 12:00 p.m. on Tuesday - January 31, 2023. The SBA recommends that all Prime Contractors require a scope of work letter from allsubcontractors at least 24 hours before submission of the bid. The lettershould identify the items being quoted, the scope of work included or not included in the quotation and most importantly, receive confirmation from the subcontractor that they understand the requirements and constraints of the project schedule. The SBA will not allow a prime contractor or a subcontractor to change or alter the bid after the bid opening as a result of miscommunication between the General Contractor and Subcontractors or Suppliers quoting the project. Prime Contractors should also require subcontractors to provide assurances with their quotations that they are in compliance with applicable licensing, unemployment compensation requirements, and WV Division of Labor wage and hour requirements.
