Description

Jefferson Parish Drainage Department of Public Works operates seventy pumping stations located throughout Jefferson Parish. Pump stations are equipped with Instrumentation & Controls Systems which enables remote control of the pump station operations at these stations from locations in and around the stations, including the safe houses at thirteen stations. This system needs to be inspected by a private contractor on a regular basis and maintained by a private contractor on an as-needed basis in order to assure the critical functioning of this system. The purpose of this Request for Proposal (RFP) is to obtain competitive proposals as allowed by Jefferson Parish Code of Ordinances Section 2-895 et. seq. from bona fide, qualified proposers who are interested in providing Scope of Work as defined in Part II hereof. By submitting a proposal, proposer agrees to comply with all provisions of Louisiana law as well as compliance with the Jefferson Parish Code of Ordinances, Louisiana Code of Ethics, applicable Jefferson Parish ethical standards and Jefferson Parish (hereinafter sometimes referred to as the "Parish") standard terms and conditions as adopted by Jefferson Parish Council Resolution. Jefferson Parish is requesting proposals from professional firms to provide all scheduled annual preventative maintenance, as-needed technical support services. The services desired include, but are not limited to: Preventative Maintenance: The vendor shall provide Annual Preventative Maintenance with associated pricing that includes the Preventive Maintenance services required at the various pump stations. The vendor shall also provide a written Service Report (per site) summarizing the performed work, identifying any problems, and making suggestions for system improvement. Technical Support Services: Vendor shall be able to provide programming and tuning of instrumentation pump station controls; response to electrical and instrumentation troubleshooting requests; calibration of instruments (including flow meters, pressure transmitters, and level transmitters); replacement and programming of radio communication equipment; SCADA/HMI support; SCADA communications troubleshooting; procedure development and as-built documentation, HMI and PLC program development and modifications, and operations and maintenance training services. The vendor shall provide technical support service and associated pricing for the following four (4) categories: Demand Services (non-emergency and non-storm/weather related service requests), Emergency Services (high priority non-storm/weather related service requests requiring a four hour response), Premium time service (apply only when work is performed on weekends, Jefferson Parish legal holidays or before 7:00 A.M. and after 5:00 P.M), and Storm Services (services required up to forty-eight (48) in advance of an named storm event, continuing during the event and for up to forty-eight (48) hours following the event). Proposer Minimum Requirements Contractor shall be regularly engaged in the design, installation and maintenance of instrumentation and control systems specifically for the Water and Wastewater industry. Subject organizations shall meet or exceed all of the following requirements: A. A licensed "Engineering Firm" in the State of Louisiana. B. Employ at least one (1) Professional Engineer, licensed in the State of Louisiana with (10) years' experience working on projects and systems of similar size and complexity. C. Have and maintain a permanent, fully staffed and equipped service facility with full-time employees capable of providing preventative maintenance and technical support services similar in nature and complexity to the project outlined in this request for proposal. D. Have and maintain a permanent, fully staffed and equipped service facility within 50 miles of all the projects sites capable of providing on-site response within four (4) hours. E. Have and maintain a standalone "Service Department/Division" with a proven history of actively pursuing and executing on-going maintenance service contracts including emergency services 24/7. F. Be able to respond to service calls via phone within a one (1) hour period. G. Proposer shall have the following manufacturer certifications: a. Rockwell Automation Solution Partner b. VTScada Certified Advanced Integrator c. Siemens Solution Partner d. Schneider Electric Alliance Partner e. General Electric Premier Solution Partner The Proposer may not satisfy the Proposer Qualifications through the use of a subcontractor. 2. Pre-Proposal Conference (Not required) 10-14 days after 3. Cost proposals (Price Schedules) shall be submitted in separate, sealed envelopes and shall remain sealed until the RFP Evaluation Committee meeting. Prices Shall Not Be Read Until the Completion of the Technical Evaluation. Cost shall be worth twenty-five percent (25%) of the total points assigned. Evaluation of cost shall take place after technical evaluation has been completed. Proposer is solely responsible for ensuring that its courier service provider makes inside deliveries to our physical location. Jefferson Parish Purchasing is not responsible for any delays caused by the proposer's chosen means of proposal delivery.
