The City-County Council, General Ordinance add new requirements for bids on public works projects. Pursuant to IC-4-13-18-5, the Bidder must submit with the Bid a written plan for a program to test the Bidder's employees for drugs. All Bidders will be subject to the MBE/WBE/VBE/DOBE Business Utilization Plan ("Utilization Plan"), of the City of Indianapolis. In evaluating a Bidder's responsibility, the City will consier the Bidder's Affirmative Action Plan.
