Description

This upcoming solicitation will be executed using a design-bid-build (DBB) project delivery method, which will require the contractor to provide the Government with a renovation of an existing facility and warranty based on the Request for Proposal (RFP). Renovate PRIDE Hangar (B7504), Ellsworth Air Force Base (EAFB), South Dakota (SD). This is one of the first Facilities Sustainment, Restoration, and Modernization (FSRM) construction projects that serves as part of a multi-year facilities beddown in support of the B-21 program at EAFB, SD. This project will primarily renovate the interior of an existing large, +/- 120,000 SF hangar facility (known as PRIDE Hangar and/or B7504) to convert the facility’s current operational condition as a physical fitness facility to a B-1 and/or B-21 parts storage facility. The renovation may also include abatement or remediation of existing hazardous materials in and around the facility, as well as internal and site-side infrastructural accommodations for future requirements that may be inserted into the same facility under separate projects. Accommodations may include but are not limited to site features, fire protection and suppression systems, and interior and exterior utilities (comm, electrical, water, sanitary, etc.). The project may include bid options for furniture, furnishing and equipment (FF&E), electronic security systems (ESS), temporary government trailer facilities, and for relocation of existing parts storage shelving and equipment from an existing nearby facility on EAFB. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements – to the extent that they apply to the scope of and scale of this project. The facility must be renovated in a manner that is compatible with applicable DoD, Air Force, aircraft, and base design standards. In addition, sustainable (green) construction materials and techniques shall be used where cost effective and/or where specified. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria, as applicable. Special construction and functional requirements: The PRIDE Hangar sits on EAFB’s active airfield flightline. As such, this project is required to integrate with active airfield operations during construction and in its renovated state. Demolition of existing facilities, utilities, and infrastructure – to include hazardous materials contaminated hangars, apron, and soils may be required. Significant new airfield apron will not be required by this project, but any required repair or replacement of apron will be designed in compliance with UFC 3-260-02 and will be constructed in compliance with UFGS 32 13 14.13. The project may require phasing constraints and compliance with interim construction milestones in order to migrate EAFB’s aircraft parts storage requirements from other facilities on base in a manner that does not impact schedules for other planned B-21 beddown projects. The PRIDE Hangar renovation will require construction activities throughout and around the existing facility at EAFB. Since the facility sits on an active airfield flightline, construction with the use of escorts (either provided by the Government or provided by the Contractor) may be required for limited portions of the work. Requirements, if any, will be defined in the RFP.
