Description | Each bid shall be accompanied by a bid guaranty in the form of 1) a certified check, or cashier's check, or letter of credit, equal to 10% of the bid; 2) a bid guaranty bond for the full amount of the bid; both forms of guaranty as provided in Chapter 153 of the Ohio Revised Code and in the project specifications. All bid guaranties shall be conditioned that if the bid is accepted within sixty (60) days of the bid opening, a proper contract shall be executed and that upon failure or refusal to enter into said contract within ten (10) days after receipt of notification of award the bidder and surety on any bond shall be liable to the County in an amount not to exceed ten (10) percent of the bid. Each bidder must insure that no employees or applicants for employment are discriminated against because of race, color, religion, sex, handicap or national origin. Terms of payment shall be as provided in Chapter 153 of the Ohio Revised Code. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio and or American made products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor's Executive Order 84-9 shall be required. Domestic steel use requirements as specified in sections 153.011 of the Ohio Revised Code apply to this project. Copies of section 153.011 of the Ohio Revised Code can be obtained from any of the offices of the department of administrative services. The Stark County Commissioners reserve the right to reject any or all bids, to waive any informalities or irregularities in the bids received, and to accept any bid or combination of bids that is deemed most favorable to the County at the time and under the conditions stipulated. The Commissioners further declare that they will award the contract(s) for this project to the lowest and best bid, which may not necessarily be the lowest bid. The Specifications contain a Bidder's Profile designed to gather certain information that may be considered in this regard. No single factor will control the Board's decision to award, and the Board reserves the right to exercise its full discretion. The construction required will consist of provision of all labor, equipment and materials which are necessary to complete the described work as follows: o The construction includes Cured-In Place (CIPP) sanitary sewer rehabilitation of 1,122-ft of 10" VCP sewer and 3,712-ft of 8" VCP sewer, 19 road and 16 bolt-down manhole castings and covers, 35 manhole spray linings, 46 lateral restatements and lateral liners, five (5) 8" VCP point repairs and an 18" PVC wye point repair. The construction also includes cleaning and CCTV of 56-ft of 15" DIP, 163-ft of 16" DIP, 100-ft of 18" DIP and 2,450-ft of 18" PVC. The contractor is to initiate construction and mobilize within 30 days from the notice to proceed. Failure to meet milestones will result in liquidated damages. The total contract duration for the project 300 calendar days. Each bid shall be in conformity with the Ohio Revised Code and all bids and certificates shall be upon the forms furnished with the specifications. All bids shall be delivered to the office of the Stark County Commissioners, at or prior to the date and hour specified for receiving bids. In the case of corporations not chartered in Ohio, the bid shall be accompanied by a proper certificate of the Secretary of State, certifying that such corporation is authorized to do business in Ohio. DESCRIPTION OF WORK The Contractor shall be responsible to design, furnishing and construction of the excavation support system, and the adequacy thereof, as specified under this Item. The Contractor's shoring engineer shall be a professional engineer, legally authorized to practice in the jurisdiction where the Project is located, experienced in the design of earth support systems, and required to visit the Site prior to development of any sheeting and shoring system designs in order to become familiar with existing Site conditions. The excavation and support system shall include, but is not limited to, the following: A. Shoring and bracing necessary to protect existing buildings, streets, walkways, utilities and other improvements and excavation against loss of ground or caving embankments. B. Maintenance of shoring and bracing. C. Removal of shoring and bracing, as required. D. Types of shoring and bracing systems include, but are not limited to the following: 1. Steel H-section (soldier) piles. 2. Timber lagging. 3. Steel piles. The excavation support system and ancillary components shall be designed to support lateral earth pressures, unrelieved hydrostatic pressures, utility loads, rail loads, traffic and construction loads, and building and other surcharge loads to allow the safe and expeditious construction of the permanent structures without movement or settlement of the ground, and to prevent damage to or movement of adjacent buildings, structures, utilities, and other improvements. |
