Description

Title: Centralized Environmental Monitoring and Alarm System Service (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95023Q00609 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13--Simplified Acquisition Procedures; and FAR Part 12--Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of The National Institute of Mental Health (NIMH) intends to negotiate and award a Firm Fixed Priced contract without providing for full and open competition (including brand-name) to Rees Scientific, 1007 Whitehead Road, Trent NJ 08638 for a service contract for their centralized environmental monitoring and alarm system. This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1). The essential characteristics of the REES Scientific Environmental Monitoring System that limit the availability to a sole source are proprietary monitoring hardware and software. Only this suggested source can furnish the requirements, to the exclusion of other sources, because for continuity of operations, it is imperative that we maintain a streamlined monitoring process with the expensive infrastructure that is already in place. The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment has proprietary hardware and software to build a remote monitoring system, and the service must coordinate, connect, or interface with the existing system for continuity. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2023-04 dated June 2, 2023. (iv) The associated NAICS code 541990 - All Other Professional, Scientific and Technical Services and the size standard in millions is $19.5. (v) This requirement is for a service contract for their centralized environmental monitoring and alarm system. (vi) Background: The National Institute of Mental Health (NIMH) as part of the National Institute of Health (NIH) is leader in research on mental disorders, supporting research to transform the understanding and treatment of mental illnesses, paving the way for prevention, recovery, and cure. In our NIMH intramural laboratories, the principal investigators - scientists, physicians and clinicians - conduct research ranging from studies into mechanisms of normal brain function at the behavioral, systems, cellular and molecular levels, to clinical investigations into the diagnosis, treatment and prevention of mental illness. An essential service required by these groups is maintaining critical research samples and reagents at their assigned temperatures by use of refrigeration/freezing equipment. We have a combination of 63 ultra low -80 freezers and incubators currently on the REES monitoring system containing research samples that we want to continue to have individually monitored by a centralized environmental monitoring and alarm system. Purpose: The purpose of this requirement is to acquire a service contract for their centralized environmental monitoring and alarm system. Project Requirements: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services,qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work. The salient characteristics: The Contractor shall provide: Once a year comprehensive Installation Qualification (IQ)/Operational Qualification (OQ) of System. Provides full documentation to satisfy regulatory authorities. Conducts comprehensive system test. Verifies, calibrates and documents all system functions including readings, databases, alarms, dial-outs, outputs, reports, and user programming. Service plan includes one year onsite service which includes 24/7 Technical Support. approximately 100 page Good Manufacturing Practices (GMP)/Good Laboratory Practices (GLP) IQ/OQ validation report 1000 page software validation test report calibration of temperature and humidity with traceable equipment, copies of reference equipment calibration certificates and onsite refresher training at Planned Maintenance (PM) visit Provides the following supplies if applicable: Validation Kit for New Systems and existing systems with Rees Software Ver. 3.0 Build 1020.0.24 or 1021.0.9 or higher Single Point Field Calibration of CO2-MON-RM3 series sensors. 6 Volt 1.4 AMP battery New batteries for all of the Z3 Wi-Fi wireless transmitters. (vii) The Government anticipates award of a firm fixed-price contract for this acquisition, and the anticipated delivery is: Base Year: 9/28/2023 through 9/27/2024 Option Year 1 is 9/28/2024 through 9/27/2025 Option Year 2 is 9/28/2025 through 9/27/2026 Option Year 3 is 9/28/2026 through 9/27/2027 Option Year 4 is 9/28/2027 through 9/27/2028 (viii) The provision at FAR 52.252-1, Solicitation Provisions Incorporated by Reference (Feb 1998), applies to this acquisition. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s), product description, and any other information or factors that may be considered in the award decision. Such factors may include: past performance, special features required for effective program performance, trade-in considerations, probable life of the item selected as compared with that of a comparable item, warranty considerations, maintenance availability, and environmental and energy efficiency considerations.
