Red River Army Depot (RRAD) Utility Energy Services Contract

The U.S. Army Engineering and Support Center, Huntsville (CEHNC) intends to select the Offeror whose proposal represents the best value to the Government. Following source selection, the selected utility company will conduct a preliminary assessment of Red River Army Depot’s (RRAD) energy usage with the intent to award a Utility Energy Service Contract (UESC) for the design and implementation of energy savings and conservation solutions that will meet the unique needs of the customer pursuant to 42 USC 8256 and 10 USC 2913. This PWS is for a UtilityEnergy Service Contract (UESC) at Red River Army Depot, Texas. While the eventual UESC project may include additional ECMs, the ECMs listed below are the basic requirements. Offerors are encouraged to propose other ECMS that may be beneficial to the installation. • Upgrades to Boiler, Chiller and connected systems. • HVAC system replacements and upgrades to include HVAC Direct Digital Controls (DDC). • Renewable Energy Systems.
