Description

Time of completion for this project is estimated to be approximately SIXTY (60) calendar days from the date established in the Owners Notice to Proceed. It is anticipated in any event that a Notice to Proceed will not be issued before JULY 5, 2023. Electronic Bid Documents are available at no cost. Contract Documents will also be issued to various Builders Exchanges. No partial sets or individual sheets will be issued or sold Bids must be accompanied by a bidders bond, approved by the Owner or a certified or cashiers check for at least ten percent (10%) of the amount bid and made payable to the Owner. Said Bidders Bond or certified cashier's check shall be declared forfeited if the successful bidder refuses or neglects to enter into contract after being so requested by the Owner. Said Bond shall be obtained from an admitted surety company satisfactory to the Owner The successful bidder will be required to furnish a Payment Bond in an amount equal to 100 percent of the contract price, to be obtained from a surety company satisfactory to the Owner The Board will not consider or accept any bids from contractors who are not licensed to do business in the State of California, in accordance with Section 7000 et seq. of the Business and Professions Code of the State of California, providing for the licensing of contractors. In accordance with Section 3300 of the Public Contract Code, any such contractor bidding this job must have a Class B license as required for the successful performance of the Contract. Bidders are hereby put on notice that (pursuant to Public Contracts Code Section 22300) the successful bidder may either establish an escrow account and agent for deposit of retention or may substitute securities for any monies retained by District to insure performance of the Contract. All bonds required, whether Bid, Performance, Payment, or other bonds, shall be issued by an admitted surety insurer. Payment and Performance bonds required for this project will neither be accepted nor approved by the Owner unless they are underwritten by an admitted surety, comply with California Code of Civil Procedure Section 995.630(a) and (b), and the bonds are accompanied by the County Clerks certificate as provided for in the California Code of Civil Procedure Section 995.640(b). The Owner reserves the right to verify the acceptability of the surety and the form of the bond. Payment of wages for work on this project shall be subject to the requirement for the payment of prevailing wages pursuant to Labor Code Section 1770 et seq. Prevailing Wage Rates are as set forth for the locality in which this work is performed and are incorporated herein by reference. The project is concurrently subject to 40 United States Code Sections 276a, et. seq. (the Davis-Bacon Act, as amended.) Prior to the execution of the Construction Agreement and in accordance with the instructions of the Owner, the successful bidder shall be required to furnish, in a form satisfactory to Owner, proof of property damage and personal injury liability insurance for a combined single limit of not less than $2,000,000.00. The successful bidder shall also provide proof of workers compensation insurance sufficient to meet those requirements for construction of public works in California. The Contractor agrees to be responsible for the compliance by all subcontractors with California Labor Code Sections 1771,1775,1776,1777,1813, and 1815 and 29 Code of Federal Regulations section 5.5. b. the portion of the work which will be done by each subcontractor if this is required by Section 4104 of the Public Contract Code of the State of California, as amended, and all bids shall be submitted subject to the terms, conditions and penalties of Sections 4100 through 4113 inclusive of said Public Contract Code, as amended. Each bid filed shall set forth: a. the work performed, the name, and the location of the place of business of each subcontractor who will perform work or labor or render service to the general contractor in or about the construction of the work or improvement in an amount in excess of 1/2 of 1 percent of the general contractors total bid; b. the portion of the work which will be done by each subcontractor if this is required by Section 4104 of the Public Contract Code of the State of California, as amended, and all bids shall be submitted subject to the terms, conditions and penalties of Sections 4100 through 4113 inclusive of said Public Contract Code, as amended. Mandatory Bidder Prequalification is required for this project as established by Resolution No. 20-25, Hanford Joint Union High School District. A Pre-Bidder Qualification Package can be obtained by contacting the Hanford Joint Union Hight School District, located at 823 W. Lacey Boulevard, Hanford, Ca 93230, Phone: 559-583-5901or on the Districts Web Site. Pre-Qualifications are due on 10 business days prior to bid opening. The Owner reserves the right to reject any or all bids or to waive any informality in any bid. If this contract is awarded, then the Notice of Award shall be issued to the lowest responsible bidder within 30 days following the bid opening Unless otherwise required by law, no bidder may withdraw his bid for a period of sixty (60) days after the date the Board awards bid to the lowest responsible bidder. The Bid Bond shall be returned sixty (60) days from the time the Award is made.
