Description

This work shall include but is not limited to the New Police Garage located between the existing Police Garage and the Narcotics Building west of the Police Station in Hammond, Indiana, 46320.COMPLETION DATE: This work shall be completed by February 1, 2023. All Contractors working on site on this project must be properly licensed in the City of Hammond at the time bid is awarded. Contractors may contact the Hammond Building Inspections Department to inquire on General Contractor and Sub-contractors licensing and requirements, at 219.853.6316 or the Hammond electronically Inspections Department for applications.Bidders shall submit to the Owner within 24 hours from bid due date and time a complete list of all sub-contractors to be awarded contracts on this project. Bidder's bid may be rejected if the sub-contractors list is not submitted as requested. The successful bidder's award of sub-contractor's contracts shall not deviate from the sub-contractors list as submitted unless approved by the Owner.All Bidders must comply with Hammond Ordinance No. 9519 related to Responsible Bidding Practices that requires all Bidders to become prequalified by the City of Hammond Building Commissioner prior to submitting a Bid for Public Works for the City of Hammond. A copy of the ordinance is contained in the Contract Documents, Section 00 73 55. Contact the Hammond Building Department for more details at (219) 853-6317. No bidder may withdraw his proposal for a period of 60 days following the date set for receiving bids. The City of Hammond Department of Public Works and Safety reserves the right to retain any and all bids for a period of not more than 60 days, and said bids shall remain in full force and effect during said time. The City of Hammond Department of Public Works and Safety further reserves the right to waive informalities and to award the contract to any Bidder all to the advantage of the City of Hammond Department of Public Works and Safety or to reject all bids. BID SECURITY: Each bid shall be accompanied by an acceptable certified check or cashier's check made payable to the City of Hammond Department of Public Works and Safety or an acceptable Bid Bond in an amount not less than five percent (5%) of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana. BONDS: A performance bond and payment bond each in the amount of one hundred percent (100%) of the contract price will be required .A set of Bid Documents consists of a set of Drawings and a Project Manual in electronic PDF format. Bids shall be properly and completely executed on the bid form contained in the Project Manual. INDIANA REQUIREMENT: Standard Indiana Form 96 (Revised 2013) which includes noncollusion affidavit will be required. Contractors submitting a bid for City construction projects must subscribe to the Indiana Plan and a joint apprenticeship and training program for that project if their bid is accepted and provide proof of same before any payments are made. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and each bidder must conform to the anti-discrimination provisions of IC 5-16-6. An Affirmative Action Statement must be submitted at time of bid.
