Description | This Project is made possible through federal funds provided by the U.S. Department of Transportation's INFRA (Infrastructure for Rebuilding America) Program FY2020 under the Nationally Significant Freight and Highway Projects (NSFHP) - Federal Award No. 693JF72140028. This Project will be bid as one bid package to include all trackwork, grading, and utility work. The work for the bid package is as follows: Bid Package This project includes all work and materials required for the track installation, removal and replacement of track, active warning systems, and crossing panels of the Inola Industrial Rail Facility. This project also includes all work and materials for demolition, grading, drainage, and utility work required to support the installation of the track. The construction schedule is from contract execution to substantial completion by November 30, 2023. All contractors will receive the same bid package and will be required to submit prices for all bid items to be considered for award. Bids will NOT be accepted if the bidder did not attend the pre-bid meeting. Envelopes containing the bids shall be sealed and must be accompanied by a Certified Check or Bidder's Bond in an amount of not less than five percent of the amount bid to be retained as liquidated damages in the event the successful bidder fails, neglects, or refuses to enter into said contract for the construction of said public improvements for said project, and furnish the necessary bonds within ten (10) working days from and after the date the award is made. The check(s) or bond(s) shall be made payable to the City of Tulsa - Rogers County Port Authority. The sealed proposal of each bidder shall be accompanied by a Non-collusion Affidavit, Business Relationship Affidavit, Bid Support Questionnaire (required whether prequalified by the City of Tulsa or the Oklahoma Department of Transportation or not). Outside of the envelope to be marked with: Inola Industrial Rail Facility Bid Package Bids received after this time will not be accepted. All bidders or their representatives are invited to attend the opening of the responses to this Invitation to Bid. The bid opening will be held at City of Tulsa - Rogers County Port Authority, 5350 Cimarron Road, Catoosa, OK 74015. Bids received more than ninety-six hours, excluding Saturdays, Sundays and holidays, before the time set for opening of bids, as well as bids received after the time set for opening of bids, will not be considered and will be returned unopened. City of Tulsa - Rogers County Port Authority Inola Industrial Rail Facility No bidder may withdraw its bid within thirty (30) days after the actual date of the opening. The City of Tulsa - Rogers County Port Authority may take up to 60 days from bid opening to contract award or rejection of all bids per Oklahoma Statute Title 61 Section III. Hard copies will not be provided. Please check the sharefile site regularly for updates to plans. bidding documents, and/or specification addendums as there will be no notification of changes. The City of Tulsa - Rogers County Port Authority is exempt from the payment of any sales or use taxes, and pursuant to Title 68 O.S. Section 1356(IO), direct vendors to the Authority are also exempt from those taxes. A bidder may exclude from this bid appropriated sales taxes, which will not have to be paid while acting for and on behalf of the City of Tulsa - Rogers County Port Authority. The City of Tulsa-Rogers County Port Authority reserves the right to waive any irregularity or informality or to reject any or all bids. All bidders, through their submission, recognize the applicability of certain federal statutes listed herein for federally funded construction projects. All bids must include assurances that the following provisions will be complied with: I. Federal Labor Standards Provisions, US Department of Labor, 29 CFR 5; 2. Certification of Non-Segregated Facilities; which assures the bidder does not maintain or provide any segregated facilities; 3. Equal opportunity Provisions - Executive Order I 1246, as amended, and Notice of Requirements for Affirmative Action which assures non-discrimination; 4. Minority Business Enterprise and Women Business Enterprise provisions which encourage minority-owned business and women-owned businesses to bid on the project; 5. Assurances that surety companies executing bonds appear on the Treasury Department's list and are authorized to transact business in the State where the project is located.
