Description

The scope of work includes: the complete demolition and disposal of t w ent y (20 ) vacant structures located within the city limits. The bid amount shall include the removal of all construction materials above and below grade for each parcel. All underground utilities such as water, gas and sewer connections are to be terminated and sealed at the street right-of-way and the work shall include the removal of all buried pipes and footings for each parcel. Lots shall be left clean and free of debris and include removal of overgrowth, bush hogging, stump/dead tree removal, vine removal and leveling with clean fill and seeding. All materials from the sites shall be disposed of properly in accordance with all regulations. Asbestos testing has been completed on all parcels. Some structures contain asbestos which must be removed and disposed of properly according to state and federal regulations. The bidder must be licensed to handle asbestos and proof of licensing documentation must be submitted with the bid. Asbestos inspection reports are provided for review. Friable ACM must be removed prior to demolition of the structures (10 day abatement notification and a 10 day demo notification required.) Non-friable ACM can be left in place and the building can be torn down,but the contractor must apply for a variance to leave the ACM in place and have a good reason as to why. If the ACM is not removed from the building, then entire building will have to go as Asbestos containment waste to the asbestos landfill (variance and 10 day demo notification required.) Summit Engineering, Laboratory and Testing, LLC (Summit) in Fort Mill, SC will provide air monitoring services as needed at an already pre-determined per day price that does not need to be included in the bid. The awarded contractor will be responsible for contacting Summit Engineering to arrange air monitoring services as needed. The awarded contractor is responsible for acquiring all necessary DHEC permits, and demolition permits; proper bonding and a City Business License is required by the contractor who will be doing the demolition and clean-up work. Cost of demolition and cleaning needsto be itemized and listed separately for each property as outlined on the attached bid form. A bid bond is required for all contractsthat exceed $100,000. Please complete the bid form as each structure must be separate for bidding and payment purposes. The bid form shows 20 separate properties. (18 are considered CDBG eligible and two are considered non-CDBG eligible.) The lowest bidder will be based on the total of the CDBG eligible and non-CDBG eligible bids. The City reserves the right to accept or reject any or all bidsin whole or in part and to award a contract that is in the best interest of the City. This provision guards against receiving an insufficient response to the Advertisement of Bids. -The owner reserves the right to waive any irregularities, or to reject any or all bids.
