Description | **As of July 27, 2023 this project has not yet been awarded. A timeline for award has not yet been established.** The City of Lilburn, Georgia (City) will receive sealed Bids for all material, labor, equipment and services to successfully accomplish the following work: Bryson Park/Hood Road Realignment at Lawrenceville Highway (US 29/SR 8). This work generally entails grading, demolition, new roadway pavement, curb & gutter, retaining walls, drainage, storm water pond, sidewalks, striping, signage, signal installation including mast arms. Bids shall be on unit price basis. Project is funded with SRTA GTIB, Gwinnett County and City SPLOST funding. The project shall be Substantially Complete within 540 calendar days from the date of notice to proceed. Liquidated damages of $500 per day will be assessed for each and every consecutive calendar day for which the completion of the project is delayed beyond the 540 calendar days; except for quantifiable weather events A 5% bid bond is required. Payment & Performance Bonds will be required on this project. An Instruction to Bidder and Contract ITB documents in the ITB must be completed and submitted with the bid. All questions regarding the bid documents shall be made via email to City Project Manager, Bill Johnsa, projectmgr@cityoflilburn.com. The deadline to submit questions is no later than 5:00 PM, January 19th, 2023. The City will post all Response to Questions and/or Addenda, if applicable, on the city portal by no later than 5:00 PM, January 26th, 2023. It is incumbent that those submitting questions follow-up with the Project Engineer to ensure that questions were received . The selected bidder must ensure that all employees and applicants for employment are not discriminated against because of their gender, race, color, genetic information, religion, national origin, political affiliation, age, handicapped status, sexual orientation, sexual preference, or gender identity and expression. The Owner reserves the right to reject any or all bids and to waive technicalities and informalities. If the contract is awarded, it will be awarded to the lowest reliable bidder whose proposal shall have met all the prescribed requirements. The project includes the realignment of Lilburn School Road, which consists of one travel lane in each direction with a two-way left-turn lane and sidewalks on both sides, onto Bryson Park property where it intersects with Jennifer Drive, which is a two-lane internal circulator road for the park. The intersection of Lilburn School Road with Jennifer Drive will be an unsignalized roundabout. A third roadway leg, approximately 200 ft. in length with sidewalks and left/right turn lanes, will tie this intersection to Lawrenceville Highway at Hood Road with a new 4-legged traffic signal. A driveway on the proposed Lilburn School Road alignment will tie into the existing Bryson Park parking lot. Demolition (removal) of existing portions of Lilburn School Road and Jennifer Drive will occur. The project will also include a water quality detention pond located on the park site. Scope: The contractor shall furnish all materials, equipment, and labor to complete the required construction as described in its entirety to the Project Plans, Specifications and Special Provisions prepared by Kimley Horn and the terms of this contract including all incidentals as directed by the Project Engineer for the City of Lilburn. Unless otherwise specified all work shall be completed in accordance with Georgia Department of Transportation Standard Specifications (current edition), by a completion date that is 540 calendar days beginning on the date of Notice-to-Proceed issuance by the City. The project shall be Substantially Complete within 540 calendar days from the date of notice to proceed. |
