Description | The Trinity River Authority of Texas, (Authority), is a governmental agency of the State of Texas created by Tex. Rev. Civ. ann. art. 8280-188, and operating pursuant to special and general law. The Authority's services are contracted for cities, municipalities and other special districts. The Authority owns and operates water treatment and supply facilities, wastewater treatment facilities, interceptor collection systems and water reuse facilities. The Authority invites the submission of a Statement of Qualifications (SOQ) from interested prime consulting firms (Firms or Firm) for the provision of professional consulting services in the range of primary and specialty category services that will be required. Firms are the main focus of this SOQ process; do not provide an SOQ with multiple Firms (i.e., teams). The qualification will be for a term of two years during the Authority's fiscal years (FY) 2023 and 2024, beginning December 1, 2022 and ending November 30, 2024. Firms are encouraged to submit qualifications and contact information in response to this Request for Qualifications (RFQ) to assist us in creating a list of FY 2023 to 2024 Firms that may provide opportunity for assignment to specific capital improvement projects not currently under contract in Planning, Design and Construction Administration (PDCA). Please note, this qualification process is only for professional services in compliance with 30 Tex. Admin. Code 292.13(4). Once a Firm has been deemed qualified, it will be invited to provide a specific proposal for a specific project on an as-needed basis. This two-step process is unique to river authorities and required by the rules of the Texas Commission on Environmental Quality.
