Description | The Scope of Work of this Contract shall consist of furnishing all labor, materials, and equipment for the complete and satisfactory execution of the work in conformance with the Contract Drawings and Specifications. The Scope of Work shall include but not be limited to demolition and construction services for the Compressed Natural Gas (CNG) Fueling System Upgrades at Cabot Bus Maintenance Facility and Arborway Bus Maintenance Facility. The Work at Cabot includes: Removal and replacement of CNG booster compressors, to be performed by Massachusetts licensed plumber and gas fitter; electrical work includes but is not limited to removal and replacement of distribution wiring, raceways and grounding between the compressor equipment and the motor control room, compressor building lighting, bus fueling island lighting, and emergency exit signs; HVAC work includes but is not limited to new supplemental heat pump split system for motor control center, removal and replacement of existing RTU, exterior ductwork, insulation and supports. The Work at Arborway includes: The removal and replacement of CNG booster compressors and reciprocating compressors, to be performed by Massachusetts licensed plumber and gas fitter; concrete equipment pads for new CNG compressor equipment and supplemental HVAC equipment, including any required demolition; electrical work includes but is not limited to removal and replacement of variable frequency drives, distribution wiring, and grounding between the compressor equipment and the motor control room, and bus fueling island lighting; HVAC work includes but is not limited to new supplemental heat pump split system for motor control center. Bidders attention is directed to Appendix 1, Notice of Requirement for Affirmative Action to Insure Equal Employment Opportunity; and to Appendix 2, Supplemental Equal Employment Opportunity, Anti-Discrimination, and Affirmative Action Program in the specifications. While there is no DBE goal associated with this contract, the Authority strongly encourages the use of Minority, Women and Disadvantaged Business Enterprises as prime contractors, subcontractors and suppliers in all of its contracting opportunities. Bidders will affirmatively ensure that in regard to any contract entered into pursuant to this solicitation, minority and female construction contractors will be afforded full opportunity to submit Bids and will not be discriminated against on the grounds of race, color, religion, sex, age, or national origin in consideration for an award. Bidders will be required to comply with Federal Equal Employment Opportunity Regulations and the President's Executive Order No. 11246 and any amendments or supplements thereto. Bidders will also be required to comply with the Governor's Executive Order No. 481, prohibiting the use of undocumented workers on State Contracts and any amendments and supplements thereto. Details regarding the pre-bid conference will be provided upon request of the specifications. Attendance at both the pre-bid conference and the on-site inspection is highly recommended for all prospective bidders. All questions during the bid phase should be directed to the MBTA Project Manager in writing or emailed to the contact information above. Questions are to be submitted no later than ten (10) days prior to the date set forth for the opening of the bids. Bidders will be required to certify as part of their bids that they are able to furnish labor that can work in harmony with all other elements of labor employed or to be employed on the work. This Contract is subject to minimum State wage rates as well as all other applicable labor laws. The successful Bidder shall be required to furnish a Performance Bond and a Labor and Materials Payment Bond each for the full amount of the Contract price. The Authority reserves the right to reject any or all Bids, to waive informalities, to advertise for new Bids or proceed to do the work otherwise, as may be deemed to be in the best interests of the Authority. |
