Description

This is a service / maintenance or supply contract in Hillsboro, Oregon. Contact the soliciting agency for additional information. Clean Water Services (District) wishes to purchase polymer products under a one-year contract that includes an option to renew for up to two additional one-year periods. The polymer will be used at District's wastewater treatment facilities primarily to dewater a mix of anaerobically digested primary, secondary and tertiary sludges via centrifuges. Additional products will be supplied by the selected vendors for thickening primary and secondary sludges (gravity belt thickeners and rotary drum thickeners) and liquids clarification of secondary effluent per the District's needs. The contract(s) awarded under this procurement will begin July 1, 2022. This is a multi-step Invitation to Bid (ITB) that involves bench and performance testing of vendor products to determine their ability to meet District specifications in the first step. In the second step, District will invite vendors with qualified products to submit a price bid for consideration. Interested vendors must submit products for performance testing at both of the District's treatment facilities, and they must be the manufacturer of the product. Only the vendors whose products have been performance tested and met District specifications will be invited to submit bids. District may award multiple contracts under this procurement. First Step - Bench and Performance Testing. The composition of the anaerobically digested sludge changes seasonally because the District uses alum (Al2(SO4)3 14 H2O, 48.5% aqueous) from May 1 to September 30 for phosphorus removal. The District will bench test polymer products submitted by interested vendors in the biosolids dewatering process at its Rock Creek and Durham Facilities until May 6, 2022. If you are submitting a product the District is already using or you had your product bench tested within 60 days of this ITB, you will not need to bench test that product again. You may move to performance testing. District will conduct performance testing at District's Durham and Rock Creek Facilities. Vendors may submit two emulsion polymer products for performance testing at each plant. Vendors will supply enough of each submitted polymer product to run District's centrifuge for 24 hours. District will pay Vendors $3.140 per active pound for the trial product supplies. District may reject any bid not in compliance with all prescribed procedures and requirements, and may cancel this solicitation or reject for good cause, any or all bids upon a finding that it is in the public interest to do so.
