Description

Project generally involves demolition of buildings, removal of miscellaneous site materials, structures, and pavements and remediation of contaminated soils. This project will involve the demolition of two large buildings, and five smaller buildings as well as miscellaneous removals on three parcels located within Fort Atkinson. Buildings are all vacant and all utilities have been abandoned at the property line. Concrete crushing is expected. No asbestos materials are left in the structures. Additional demolition of concrete and asphalt pavements may be added per the contract. Remediation work may include removal and/or capping of soils contaminated with PCBs and lead as described in the preliminary findings. WDNR will provide final guidance after contract award. Disposal of contaminated material leaving the site will be coordinated by the owner. Contractor only responsible for trucking. Partnerships are encouraged between soil remediation specialists and demolition specialty contractors. All work must be completed by December 31, 2022. A Prebid conference will be held. Details are provided in the Instructions to Bidders of the Bidding Documents. To demonstrate Bidder's qualifications to perform the Work, within five (5) days of Owner's request, Bidder shall submit written evidence establishing its qualifications. Bids must be accompanied by Bid security made payable to City of Fort Atkinson in an amount of 5% of BIDDER's maximum Bid price and in the form of a certified check, or an electronic Bid Bond issued by a surety meeting the requirements of Paragraph 6.01 of the General Conditions. Bidder is required to upload a copy of the Bid security and deliver the original certified check or bid bond within 48 hours after close of bid to Ruekert & Mielke, Inc., Attn: Andrew W. Burt, P.E., 4630 S. Biltmore Lane, Madison, WI 53718. The Contract shall be subject to Wis. Stats. 66.0903 pertaining to prevailing wage rates and Federal Davis-Bacon wage rates. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. No bidder may withdraw his/her bid within 30 days after the actual day of the opening thereof. Any contract awarded under this Advertisement for Bid may be funded in part by a grant from the Community Development Block Grant Program administered by the Department of Administration (DOA). The CDBG project number is CDBG CL-PF 21-29. The contractor shall be required to abide by all the CDBG rules and regulations. Construction time is of the essence. Completion delays are subject to liquidated damages. City of Fort Atkinson reserves the right to accept the most advantageous Bid, or to reject any and all Bids. Award of Work described herein is subject to the provisions of the Wisconsin Statutes.
