Description | NASA Armstrong Flight Research Center (AFRC) is hereby soliciting information from potential sources to provide professional Architect and Engineer (A&E) design and related services in support of general construction, alteration, modification, maintenance and repair, and new construction of buildings, facilities, and real property for the National Aeronautics and Space Administration (NASA) Western Regional Area of Operations (to include the Armstrong Flight Research Center (AFRC) and the Ames Research Center (ARC) specifically; with (optional) back-up capacity in support of other NASA Centers and Federal Tenants at NASA facilities including the Jet Propulsion Laboratory (JPL) in Pasadena, CA; Goldstone Deep Space Communications Complex in Fort Irwin, CA; Santa Susana Field Laboratory in Simi Valley, CA; Edwards Air Force Base, CA and the NASA launch alliance at the Vandenberg Space Force Base in California. The professional services required may include: Architectural as defined in 5500 and 5500.1 of the Architects Practice Act (invoked by the California Department of Consumer Affairs/ California Architects Board) Civil, Electrical and Mechanical Engineering disciplines as defined in the Professional Engineer Act (Business and Professions Code §§ 6700 – 6799) (invoked by the California Department of Consumer Affairs/ Board of Professional Engineers, Land Surveyors and Geologists) Environmental, Structural, Fire Protection and other Engineering titles as defined in California Code of Regulations, Title 16, Division 5 §§ 404 (invoked by the California Department of Consumer Affairs/ Board of Professional Engineers, Land Surveyors and Geologists) In addition to multi-discipline experience, particular focus of specialized experience is required in (1) United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) capabilities and experience to meet NASA requirements for sustainable building design; (2) Building Information Modeling (BIM) capabilities and experience in developing design packages utilizing BIM software; (3) SKM Power*Tools for Microsoft Windows capabilities and experience in developing design packages utilizing SKM Power*Tools processes; and (4) Owner’s Representative (OR) roles performed on design-build projects. The A&E firm(s) shall be capable of performing design analysis, planning, development, computer-aided design and drafting (CADD), pre-design site-assessment, feasibility and conceptual studies, design, geotechnical investigations and reports, environmental investigations, studies and reports, abatement and sampling, construction documentation, cost estimates, value engineering, life cycle costing, and post design services (PDS). PDS shall include shop drawing review, construction phase services, construction Requests for Information (RFI), and construction administration. Additional services include but are not limited to seismic design and analysis, topographic and boundary surveys to include mapping and analysis (including data collection and verification), historical and cultural resource investigations, design review, design construction cost reconciliation, environmental testing, statement of work review, site surveys and evaluations, remediation design, and Environmental Protection Agency (EPA) compliance assessment for hazardous materials such as petroleum products, automotive chemicals, asbestos, lead and radon. The A&E firm is also required to have expertise and knowledge of the design of Anti-Terrorism/Force Protection (AT/FP) requirements, security and communications systems, fire protection, life safety systems, operational technology and industrial controls, and cyber security to include producing IT security plans, design for access by operations and maintenance personnel who execute NASA’s Reliability Centered Maintenance Program, and other A&E services as may be required. The A&E firm(s) shall be required to comply with NASA Procedural Requirement (NPR) 8820.2G, Facility Project Requirements, which requires incorporation of sustainable design principles to the maximum extent possible to reduce life-cycle costs, implement pollution prevention principles, and minimize facility impacts on natural resources while maximizing occupant health, safety and productivity. All projects may not require the application of this NPR; however, where it is appropriate, these design requirements shall be met through application of the USGBC LEED approach. All work shall be performed by or under the direct supervision of Registered Architects and Professional Engineers licensed by the California Architects Board or the Board of Professional Engineers, Land Surveyors and Geologists (California Department of Consumers Affairs). The types of facilities or projects anticipated under the resultant contract(s) are: Office Buildings (New Construction and Renovations) Aircraft Hangars and associated appurtenances Labs (New Construction and Renovations) Research Facilities (New Construction and Renovations) Utility Upgrades (Site Electrical, Substation, Gas, Potable Water, Chilled Water, etc.) underground and above ground Building and Site Mechanical Systems Environmental Site Improvements Aeronautical Wind Tunnels (up to 200 MW) Shock Tube and Arc Jet Tunnels (up to 100 MW) Human-rated Flight Simulators Environmentally Controlled Facilities (e.g. clean rooms) Life Science Research Laboratories High Pressure Air, Gas, Hydraulic, and Water Distribution Systems High Vacuum Systems Cryogenic Systems Underground Utilities; and Ancillary Facility Support Equipment Areas Demonstrated experience in applying sustainability concepts through an integrated design approach and in designing in accordance with sustainable design rating systems leading to third party certification, may also be required. An adequate quality control program, and ability to manage work capacity to accomplish multiple large projects concurrently within the required timeframe are desired. |
