Description

Question Deadline 09/07/2023 at 12:00 PM CT The Austin Park - Chimneystone Drainage Improvements Project is located in Fort Bend County Levee Improvement District No. 2 (FBCLID 2), within the Oyster Creek and Steep Bank Creek watersheds, in the City of Sugar Land, Texas. The project limits are generally defined by the area bound by Highway 6 on the north, Sweetwater County Club on the south, FBCLID 2's Ditch A on the west, and Commonwealth Boulevard on the east. The subdivisions serviced by the project are located north and south of the intersection of Austin Parkway and Commonwealth Boulevard, encompassing approx. 920-acres of single-family residential properties. The existing drainage system for these subdivisions generally drains from east to west via storm sewer to Ditch A, and ultimately outfalls to the Brazos River. The hydraulic performance of the existing drainage system is generally characterized by: limited overland conveyance from public streets (neighborhood) to Ditch A, as well as excessive street ponding of long duration due to dependence on the storm sewer system to completely drain the neighborhood. Construction of a storm sewer trunkline (and associated appurtenances) between Ditch A and the Acacia Drive storm sewer outfall. This segment of storm sewer will consist of 10-foot-wide by 6-foot-tall reinforced concrete box (RCB) piping. This new piping will be installed parallel to the existing RCB storm sewer system that outfalls to Ditch A and will be hydraulically connected. Construction of storm sewer improvements (and associated appurtenances) along Acacia Drive. The storm sewer improvements will consist of reinforced concrete pipe (RCP), varying in size from 24-inch diameter to 54-inch diameter. This new piping will be installed in parallel to the existing storm sewer system along Acacia Drive and be hydraulically connected. Construction of a storm sewer trunkline (and associated appurtenances) between the Acacia Drive storm sewer outfall and Austin Parkway. This segment of the storm sewer trunkline will consist of 8-foot-wide by 6-foot-tall RCB piping Construction of a stormwater drainage channel (and associated appurtenances) between Austin Parkway and Thistlewood Drive, within the City's undeveloped Oilfield Road ROW. This work will also include the construction of lateral outfalls to afford a hydraulic connection between the channel and the storm sewer systems within the neighborhoods immediately to the west. The City reserves the right to terminate this contract at any time, in whole or in part and without cost, liability or penalty against the City by providing written notice to the Contractor, if the City determines that such termination is in the best interest of the City including, but not limited to, non-appropriation of funds The Contractor must obtain and pay for all permits and licenses required to perform the Work, unless otherwise provided for in the Contract Documents. The Contractor will comply with and give notices required by applicable laws, rules, regulations, and requirements of public authorities. The Contractor must obtain and pay all charges for street closings and traffic control necessary to perform the Work. The Contractor bears the cost of correcting violations of the applicable laws, rules, regulations and requirements of public authorities. The successful Bidder (as Contractor) and its subcontractors are required to pay the minimum prevailing wages as shown in the Labor Classifications and Minimum Wage Rates included as part of the City's Invitation to Bid. The Bidders must submit an Original Bid Bond executed by the Bidder and the Surety with their Bids in the amount of 5% of the total amount of the Bid, inclusive of any Bid alternates, as a guarantee that the Bidder will enter into the Contract and execute the Performance and Payment Bonds as required after the Contract is approved by the City City Council. Bidders must use the Bid Bond form provided by the City in the Invitation to Bid The successful Bidder must furnish Performance and Payment Bonds in the amount of 100% of the Contract Price executed by a Surety authorized to do business in the State of Texas and meeting the other requirements of Chapter 3503, Tex. Insurance Code. The successful Bidder must furnish Performance and Payment Bonds within ten (10) days of the City of Sugar Land City Council's award of the Contract. The cost of the Performance and Payment Bonds must be included in the Contract Price.
