Description | The purpose of the proposed action is to restore the flood risk management capabilities of the Mansfield Levee by performing maintenance to return the levee to the original as-built elevations. Mansfield Levee is in Mansfield, PA (Tioga County). The Borough of Mansfield is located at the intersection of Business Route 15, soon to be the I-99 Corridor, and Route 6. The Mansfield Levee is associated with the Tioga-Hammond Lakes flood risk management project and provides protection from high-water events on the Tioga River and Corey Creek. The project consists but is not limited to the repair, construction, and installation of the following: Objectives: The project consists of the filling in of low areas that have settled on the crest of the Mansfield Levee. Repairs will occur at separate locations of the levee, with a total of approximately 6,275 linear feet of the existing levee to be repaired. All work is proposed on the crest of the Mansfield Levee; no widening of the levee footprint will occur. Final Record Drawings (As-Builts): Submit the As-Builts drawings after completion of work to correctly show the features of the project as it has been constructed by bringing the contract set into agreement with approved working as-built prints, and adding such additional drawings as may be necessary. These working as-built marked prints must be neat, legible, and accurate. Provide both PDF and AutoCAD 2018 version files for As-Builts. Emergency Requirements: Throughout the work, the contractor shall maintain equipment and sufficient excavated material on site to perform emergency backfilling of all open excavation within 24 hours of notification by the Contracting Officer’s Representative (COR). This requirement is intended to ensure that the integrity of the levee system is maintained in an extreme flood event. A written plan for emergency backfilling shall be submitted prior to excavation. Permits and Licenses: The Contractor shall, at his/her own expense, obtain any license or permits required to perform the contract. The Contractor shall comply with all Federal, State, and Local laws and regulations and shall comply with any subsequent changes. Contractor shall be responsible for developing the Erosion and Sediment (E&S) plan and acquiring E&S permit from local governing authorities. The contractor shall be responsible for all design efforts and application fees associated with obtaining the permits. Obtain the necessary permits to perform the work cited above.Government Supplied Materials: Constructions plans and specifications (solicitation). Project Assumptions: The Contractor is required to supply all labor, materials, equipment, and transportation to complete the construction of the Government furnished plans and specifications. Contract Deliverable: Provide a completed project per the Government furnished plans and specifications. |
