Description

FED. ID. E060 (192) (E180 (851)) Question Deadline 06/14/2023 at 3:00 PM ET Submit all Pre-Bid Questions in writins via email to ms consultants, inc., bhughes@msconsultants.com The project consists of widening Western Reserve Road from east of Hitchcock Road to IR 680 southbound ramp. The project includes left turn lanes, replacement of drainage structures, precast box culverts, intersection widening, curbing, signal upgrades, signing, pavement markings and maintenance of traffic. For all bids in excess of $50,000.00 , a certified check representing TEN percent (10%) of the proposal, drawn on a solvent bank, and payable to the Mahoning County Treasurer, or a bid bond in the sum of TEN percent (10%) of the proposal in lieu thereof must accompany each and every proposal as a guarantee that if the bid is accepted, a contract will be entered into with the Board of County Commissioners, in the manner provided by law. A performance bond in the amount of 100% of the contract price will be required after the award of the contract. However, if the item bid is available for immediate delivery and specified as such in the bid, a performance bond will not then be required. A payment bond in the amount of 100% of the estimated cost of the work conditioned for the payment by the Contractor and all Subcontractors for labor performed and materials furnished in connection with the project involved. The Ohio Department of Transportation must be listed as an additional bond oblige. Bids of Corporations not chartered in Ohio MUST be accompanied by proper certifications that such Corporation is licensed to do business in Ohio. Attention of the Bidder is directed to the requirements that each proposal must be accompanied by a non-collusion affidavit, properly executed by the Bidder. Further, the successful Bidder will be required to execute an affidavit required by Sec. 5719.042 of the Ohio Revised Code. No payment shall be made on any contract for which no such affidavit has been submitted. Attention of the Bidder is directed to the requirements that each proposal must be accompanied by a non-collusion affidavit, properly executed by the Bidder. Further, the successful Bidder will be required to execute an affidavit required by Sec. 5719.042 of the Ohio Revised Code. No payment shall be made on any contract for which no such affidavit has been submitted. All Contractors must be pre-qualified with the Ohio Department of Transportation. The required contract provisions for federal-aid construction contracts contained in the Federal Bid Doc Template is hereby incorporated by reference. These rules and regulations shall apply to all work to be done under this contract. If any provisions of these rules and regulations conflict with any other clauses of this contract, the Federal Bid Doc Template shall govern. This project is funded by the Federal Highway Administration and thus all bidders shall comply with the prevailing wage rates as determined by the United States Secretary of Labor, along with other provisions included within the contract documents that are applicable to Federal-Aid projects Disadvantaged Business (DBE) Requirement. DBE participation goals (Subcontracts, materials, supplies) have been set on this project for those certified as DBE s in accordance with the TEA 21 (1998) an 49 CFR, Part 26, and qualified to bid with ODOT under Chapter 5525 of the Ohio Revised Code (O.R.C.) . At the beginning following the project identification the DBE goal designation is written, I.e. DBE Goal: WAIVER PROCESS FOR DBE GOALS: Federal Bid Doc Template, Good Faith Effort (GFEs). Domestic Steel use requirements as specified in Section 153.011 of the Revised Code apply to this project. All steel products must meet the requirements of ODOT CMS 106.09 .The contractor and all subcontractors for this project must be enrolled in the Ohio Bureau of Workers Compensation Drug Free Workplace Program or in a similar program approved by the Bureau of Workers Compensation. Any contractor that does not meet this requirement will have their bid deemed non-responsive and cannot be awarded the contract. The Board of Mahoning County Commissioners reserves the right to reject any or all bids and to waive informalities. In addition, the Board of Mahoning County Commissioners reserves the right to participate in state contracts which the Department of Administrative Services, Office of State Purchasing has entered into for the purchase of supplies, services, equipment and certain materials pursuant to Ohio Revised Code Section 125.04. No bids may be withdrawn for at least sixty (60) days after the opening thereof. Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, sex or national origin. There is a DBE goal on this project of 8% Clearly indicate the item being bid, as well as the name and address of the person or business submitting the bid, on the outside of the sealed envelope containing the bid. Entire contract book must be completed and returned intact. Failure to complete all forms contained in bidding documents may result in bid being deemed irregular.
