Description | Following is an outline of tasks required to do this work. Consultants preparing a proposal should elaborate on these tasks, including their interrelationship, within their proposal. 1. Review previously conducted studies performed by the County and others for the Wheatland Bypass project. Identify pertinent elements of any other existing studies, such as growth projections, traffic forecasts, environmental impacts, as well as opportunities and constraints, for incorporation into this study scope. 2. Identify current zoning and general plan designations within the study corridor. 3. Identify existing and proposed developments within the study corridor. 4. Develop a database of existing and planned conditions of the corridor utilizing a 2040 planning horizon, with existing and future travel demands. 5. Develop with Yuba County Department of Public Works (YCDPW) review and approval, criteria and methodology for evaluating and ranking the alternatives identified (evaluation matrix). 6. Develop with YCDPW input, several layouts discussing benefits, constraints, and environmental/right of way issues for each, as well as rough construction costs. 7. Prepare public information packets and presentation materials and conduct a public outreach workshop to display proposed layout options to potentially affected or other interested people and receive input, suggestions, and/or comments. 8. Utilize evaluation matrix and input from the public to rank layout options. 9. Prepare a draft Project Study Report to Caltrans standards, summarizing/evaluating the proposed alternatives and recommending an alignment. Route the PSR for review and comment. The County would like the draft PSR ready for routing within 6 months from the award of contract. 10. Incorporate comments as appropriate and prepare a final PSR. |
