Description | The City of Buckeye (City) is soliciting RFQ's from Engineering firms to review and update the City's 2017 Integrated Water Master Plan (IWMP) and the City's 2020 Water Resources Master Plan and incorporate them into one comprehensive integrated water, wastewater, and reclaimed water digital master plan (2023 Comprehensive Water Master Plan). The consultant will complete the following tasks for the Integrated Water Masterplan. The Master Plan should include GIS layers and dashboards that are easily updated by City personnel and through the use of automated data collection. The Master Plan is expected to be based on an integrated approach to management of water, wastewater, and reclaimed wastewater systems and to build upon earlier planning and CIP efforts. The Master Plan should identify system reliability, redundancy, and areas of concern. The Master Plan should address facility needs; local and regional groundwater and surface water supplies; water and wastewater quality; water treatment and distribution; brine management and disposal; wastewater collection, pumping, and treatment; and reclaimed water reuse and recharge. The planning effort is expected to be comprehensive in that existing facilities and assets, anticipated developer-funded projects, and CIP-funded projects will be identified and mapped. The Master plan will produce a prioritized list of capital improvement and operations & maintenance (O&M) projects that can be used to formulate a 10-year Capital Improvement Plan (CIP) budget. Each identified project should include an accurate scope, detailed cost estimate, project triggers, and construction timeframes. The audience for the Master Plan is City Council, City employees, the public, consulting engineers, and the development community.
