Description | All proposals must be accompanied by a bid bond or certified check to the order of the Borough in an amount not less than ten percent of the bid or $20,000.00, whichever is less, for each bid submitted. Bidders are required to comply with the requirements of P.L. 1977, c. 33, Laws of 1977 regarding disclosure of Partners and Stockholders, and P.L. 1975, c. 127 regarding Affirmative Action, and Executive Order 11246 regarding Equal Opportunity. Bidders must furnish a list of subcontractors to be used on the project. This bid solicitation is made in a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et. seq. Pursuant to P.L. 2004 c.57, all bids must be accompanied by a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue. Failure to include a said certificate is a material bid defect which cannot be waived. The proposal shall also contain consent of surety agreement under which the surety company agrees to provide a performance and payment bond if the contract is awarded to its principal. All bids shall be irrevocable and shall not be subject to withdrawal for any reason for a period of sixty (60) days following the date fixed for the opening thereof. The Borough of Hillsdale reserves the right to waive immaterial informalities in any bid or to reject all bids if the best interest of the Borough so requires. The approximate quantities of major work items are as follows Replace Filtration Tanks 4 Units Re-Plaster Three Swimming Pools LS Convert to Manual Backwashing Controls LS Sealed proposals are being solicited in accordance with the Local Public Bidding Law and Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. The Governing Body reserves its right to reject all submissions and/or award any or all contracts to a qualified vendor through this public bid process in accordance with law. This project consists of the following general tasks: 1. Install all construction safety controls and temporary barriers as needed to protect the various work zones. 2. Re-plaster the Main, Diving, and Competition Pools. All tile to remain and be repaired as needed. 3. Repair the tile pool surrounds (1" x 1" and 2" x 2") at the Main, Diving and Competition Pools. Assume at least 15% of the linear footage of the surrounds require repairs. Custom Sea Creature decorative tiles to remain. Decorative tile to be protected during plastering of pools. 4. Remove and replace caulking around Competition pool gutter. 5. Remove and replace one filter tank for Main pool. 6. Remove and replace the Main Pool automatic backwash controls to return system to manual control valves. Replace all connecting tubing. 7. Each bidder shall make their own site inspections of the Club to ascertain the existing conditions of the pools and filtration system, and to become fully aware of the scope of work to be undertaken. Work may also be undertaken on weekends up to the completion date. If during the progress of work, the contractor fails to provide sufficient manpower and equipment to reasonably complete the work specified by the contract completion date, the Borough shall declare the contractor in default. The Borough will make this declaration to both the general contractor and performance guarantor in sufficient time for the Borough to seek and execute a contract to employ another contractor to complete deficient items of work and have the pools opened in time for summer operation. |
